Operating under the Maritime Board of the Russian Federation, the center is tasked with researching the history of Russia’s presence and activities in seas and oceans, maritime history, maritime traditions, and maritime cultural heritage.

The center also collects historical evidence to serve the protection of Russia’s sovereignty, sovereign rights, and national interests at sea, while promoting cooperation with research institutions of friendly countries.
On behalf of the leaders of the Vietnamese Ministry of National Defense, Senior Lieutenant General Le Quang Dao extended congratulations to Nikolai Patrushev, Chairman of the Maritime Board of the Russian Federation, and Konstantin Manasenko, Director of the Center for Maritime Humanities Research.

Senior Lieutenant General Le Quang Dao emphasized that seas and oceans play an important role in global peace, security, and development. They are not only spaces for economic development and defense-security protection but also bridges connecting exchanges and cooperation among countries and civilizations.
The General Staff’s Deputy Chief noted that with a coastline of more than 3,260km and over 4,000 islands, Viet Nam aims to become a strong and prosperous maritime nation. The country pursues sustainable maritime economic development in association with ensuring defense and security, safeguarding independence, sovereignty, and territorial integrity, and promoting international maritime cooperation to maintain a peaceful and stable environment.
Senior Lieutenant General Le Quang Dao affirmed that Viet Nam attaches importance to comprehensive and multi-disciplinary maritime research, combining natural sciences and engineering with history, culture, law, and social sciences and humanities.
He assessed that the establishment of the Center for Maritime Humanities Research was a practical initiative, reflecting the Russian Federation’s long-term vision and strategic orientation toward seas and oceans.
Senior Lieutenant General Le Quang Dao expressed his belief that, with the attention of the Russian leadership and the Maritime Board of the Russian Federation, together with the efforts of dedicated experts, the center would soon become a prestigious research institution and a bridge for international cooperation.
Building on the traditional friendship and the Viet Nam - Russia Comprehensive Strategic Partnership, the Ministry of National Defense of Viet Nam hopes to continue promoting cooperation with the Maritime Board of the Russian Federation, contributing to further strengthening bilateral relations and promoting peace, stability, and maritime cooperation in the region and the world.
