Floodwaters submerge downtown Hue streets.

Rising water cut off many roads, submerged homes, schools, and markets, leaving tens of thousands of people struggling. By 11 a.m. on November 3, over 28,000 houses in Hue were still flooded 0.5 - 1 meter deep, mainly in Quang Dien and Phong Dinh commune, Hoa Chau, Thanh Thuy, and Phu Ho wards.

At her small house in Vy Da ward, Hong Nguyen Phuong, aged 43, helplessly watched floodwater rise over a meter inside. The two previous floods last week (October 25-28 and October 29-30) damaged nearly all her  property. She and her husband had just finished cleaning when the third flood struck. “Our property’s gone. Our strength’s gone. We just can’t fight anymore,” she said tearfully.

On November 3, the Hue Municipal Military Command continued mobilizing 7,580 personnel and 335 vehicles to assist residents in coping with complicated weather developments.

The Defensive Area Command Region 3-Phu Loc helped evacuate 102 households with 271 people to safety. Meanwhile, the Defensive Area Command Region 1-Huong Tra moved dozens more from flooded neighborhoods.

According to Nguyen Ngoc Loi, Commanding officer of Duong No Ward Military Command, despite heavy rain and strong currents, militia forces transported 13 patients, including eight women in labor, three requiring dialysis, one with appendicitis, and one having a seizure, to health establishments for emergency care in a timely manner.

That night, as water slowly receded, many families in low-lying areas still lacked food and clean water. Local soldiers and militia members continued moving through flooded areas to deliver relief supplies.

Colonel Truong Viet Hai, Political Commissar of Hue Municipal Military Command, said that many of troops’ own families were hit hard by the floods, but everyone stayed determined to help local residents, becoming their strong fulcrum through storms.
