Defense ministry reviews 15 years of voluntary blood donation movement
PANO – On October 24, the Ministry of National Defense (MND) held an conference to review 15 years of implementing Directive No.39/CT-BQP, issued on March 27, 2009, by the Minister of National Defense on organizing and promoting voluntary blood donation in the military. The event was chaired by Senior Lieutenant General Vu Hai San, Deputy Minister of National Defense.
Since its issuance in 2009, the implementation of Directive No.39/CT-BQP has brought about positive outcomes, carrying profound political, social, and humanitarian significance. The directive has served as an important political and legal foundation for the voluntary blood donation movement in the military to develop widely, becoming a regular political task closely associated with the mission of protecting and improving the health of troops and the people.

Over the past 15 years, military agencies, units, academies, and schools have organized blood donation drives, attracting more than 127,000 officers and soldiers, thereby collecting over 528,000 blood units. Military hospitals have transfused blood and its components to over 342,000 patients through approximately 698,000 transfusions, with a total of nearly 190 million milliliters of blood. As a result, hundreds of thousands of lives have been saved thanks to the blood donated by military personnel.

In his address, Senior Lieutenant General Vu Hai San praised the achievements of agencies and units across the military over the past 15 years of implementing the directive. He emphasized that all-level Party committees and commanding officers should continue to thoroughly grasp and effectively carry out relevant resolutions and directives, especially newly issued documents related to health care and voluntary blood donation.

The Deputy Minister of National Defense assigned the General Department of Logistics and Technical Services to coordinate with functional agencies and units to study, draft, and submit a new directive on voluntary blood donation in the military, ensuring that it is consistent with current practical conditions.
