Following the motto of going to every home, meeting every resident and providing step-by-step instruction, the forces focused on helping locals use electronic identification, access online public services, install cashless payment applications and search for information online.
To help elderly people and rural workers overcome their hesitation about technology, militia members patiently guided them through each step, from opening applications and activating security codes to scanning QR codes to pay electricity and water bills, until they could perform the tasks on their own.

Militiamen of the Hung My commune Military Command visit residents’ homes to help them access digital technology. |
Holding his newly-updated smartphone, Nguyen Thanh Tung, a resident of Ong Kham hamlet, said that he previously had to wait for his children or grandchildren to return from work to help him look up information or complete procedures. Thanks to the militia force and Youth Union members’ dedicated guidance, he can now search for information and pay his phone bills online by himself, saving considerable time and travel.
Beside technical assistance, officers and soldiers of the communal Military Command also disseminated information on cybersecurity and personal data protection. Residents were advised never to disclose one-time passwords (OTPs) or other passwords to strangers and to remain vigilant against impersonation calls and fraudulent links. Personal documents were handled transparently and with respect for privacy.
The model also incorporates green transition efforts by encouraging residents to use online public services, reducing the need for paper documents and contributing to resource conservation and environmental protection.

The Military Command and Youth Union members of Hung My commune visit residents’ homes to guide them in using online public-service platforms. |
Le Thanh Phong, Vice Chairman of the Hung My commune People’s Committee, said that digital transformation is an important political task that brings practical benefits by helping farmers handle daily affairs more conveniently while saving time and costs.
Recognizing that many residents are still unfamiliar with smartphones and online public-service platforms, the commune has launched the model “Digital Youth Branch, youth pioneering in digital and green transformation.” Every day, the communal Military Command assigns two militia members to work in the hamlets and coordinate with Youth Union members to promptly address residents’ technical difficulties.
