In accordance with the Prime Minister's personnel decision, Lieutenant General Truong Manh Dung, Commander of Military Region 1, has been appointed Deputy Chief of the General Staff. The Central Military Commission (CMC) and the Ministry of National Defense (MND) designated Major General Tran Xuan Manh, Deputy Commander and Chief of Staff of Military Region 1, to assume the duties of Commander of Military Region 1.

Concluding the ceremony, General Phan Van Giang praised Lt. Gen. Truong Manh Dung for his contribution during his tenure as MR1 Commander. Together with the Standing Board of the region, he has successfully led MR1’s armed forces in accomplishing all assigned missions, with many tasks completed to an outstanding standard.

MR1 has effectively carried out the state's defense management responsibilities, proactively monitored and accurately assessed developments, and promptly advised the CMC and MND in handling emerging situations. At the same time, the region has maintained close coordination with local authorities to strengthen the whole-people defense posture in close association with the people's security posture.

General Giang also required Maj. Gen. Manh to effectively perform his state defense management functions; advise the CMC and MND on refining the functions and responsibilities of military agencies at the commune level; and guide local military agencies in assisting Party committees and local authorities at all levels in carrying out military and defense missions, particularly following the reorganization of commune-level military organizations.

In addition, the region should continue investing in defensive works and evacuation areas, integrate socio-economic development with the strengthening of defense and security, and closely coordinate with relevant forces in safeguarding national border sovereignty while combating smuggling, crime, drug trafficking, illegal immigration, and other violations of the law.

The minister emphasized the need to further enhance the overall quality, combat capability, and combat readiness of the MR1’s armed forces. Priority should be given to strengthening political and ideological education, maintaining a high level of combat readiness, closely monitoring developments across the region, among others.
