After hearing reports from naval leadership on task implementation in the first eight months of 2026 and enterprise restructuring plans for 2026-2030, Sr. Lt. Gen. Nguyen Quang Ngoc commended the Viet Nam People's Navy for strictly grasping and executing resolutions, directives, and orders from higher authorities. He praised the service for exercising initiative, overcoming challenges, and comprehensively carrying out all aspects of work according to schedule. Notably, the navy pro-actively grasped situational developments to provide timely advice to the Party, State, Central Military Commission (CMC), and Ministry of National Defense (MND) on policies and solutions, helping safeguard maritime sovereignty and maintain a peaceful and stable maritime environment for economic activities.
The Deputy Minister of National Defense noted that alongside focusing on urgent tasks, key programs, and major projects, logistics and financial operations were implemented synchronously to meet operational requirements. Financial resources were managed and utilized effectively, enhancing living standards for troops and bolstering combat readiness. Ongoing and new capital construction projects proceeded on schedule with guaranteed quality, while design appraisal, acceptance, handover, and settlement processes were strictly executed in compliance with regulations. Regarding public investment allocation and disbursement, naval units strictly adhered to State laws and defense regulations on construction investment and fund settlements.
Regarding tasks for the remainder of 2026 and the subsequent period, the defense leader urged the Viet Nam People's Navy to closely monitor, evaluate, and accurately forecast maritime and airspace developments, particularly in key areas. He requested the service to promptly advise the CMC and MND on effective measures to handle defense, security, and foreign affairs situations in line with established strategies, preventing being passive or taken by surprise while firmly protecting national maritime sovereignty and economic activities.

The Deputy Minister instructed all naval units to focus on enhancing the quality of training, exercises, and education, as well as improving personnel proficiency in operating and mastering technical equipment. He directed forces conducting live-fire exercises to adhere strictly to realistic combat conditions with absolute safety, while ensuring 100% completion of all training and education plans.
Regarding enterprise restructuring for 2026-2030, Sr. Lt. Gen. Nguyen Quang Ngoc instructed the service to guide relevant agencies and defense enterprises in reorganizing, innovating, and boosting operational efficiency. He emphasized restructuring around core business lines while narrowing or eliminating scattered and underperforming operations. Furthermore, he highlighted the need to apply science and technology to production, business, and corporate governance, manage defense land strictly according to regulations, fulfill tax obligations to the State budget, and guarantee stable incomes for workers.
