In the localities where Military Region 4 is stationed, heavy rain and whirlwinds inundated some areas and left one dead.
Heavy rain also submerged various houses in Nghi Phu commune, Nghi Loc district and roads in Vinh city of Nghe An province, flooded 31 hamlets and 11 communes in Huong Khe district, Ha Tinh province and isolated Huong Lam commune while disrupting traffic in several localities in Quang Binh and Quang Tri provinces.
At present, military units are strictly observing duty regulations, closely following developments of rain and floods, double-checking the water levels of ponds and lakes as well as the mobility of vehicles, and preparing personnel and vehicles to undertake rescue missions as requested.
Meanwhile, on September 3, the Ministry of National Defense sent an urgent dispatch asking the General Departments of Politics, Logistics, Technical Affairs, Defense Industry, and II; Commands of Military Regions 3, 4, and 5; Army Corps 3 and 18; Naval Service; Air Defense - Air Force Service; Vietnam Coast Guard Command; and Vietnam Border Guard Command to work out plans to respond to the tropical depression.
As of September 3, border guards of coastal cities and provinces from Quang Ninh to Khanh Hoa have coordinated with local authorities, ship owners, and captains to inform 317,654 people on 71,462 ships of the tropical depression’s developments and movements, and instructed them to take shelter.
So far, 51,559 troops, 325,940 militiamen, 2,336 vehicles, including 1,380 automobiles, 127 specialized vehicles, and 29 ships have stayed ready for rescue missions.
The same day, at a meeting of the Central Steering Committee on Natural Disaster Prevention and Control, Minister of Agriculture and Rural Development Nguyen Xuan Cuong, deputy head of the committee, said that after making it landfall in Central provinces, the tropical depression remains in the mainland and will then move fast to the sea and become stronger.
At the same time, another low pressure system appears in the East Sea (internationally South China Sea) and in the Pacific Ocean, near the Philippines. Therefore, dangerous areas at sea will be from the 13th parallel north and higher. Ships operating in these areas must be informed of the storm and depression in a timely manner to execute response plans.
Due to the impact of the two tropical depressions, Central provinces may suffer from heavy rain and flooding, thus localities need to mobilize forces and vehicles to harvest rice and reinforce key structures.
