Military Regions 1, 2, 3, 4, 5 were tasked with ensuring operation of hotline 112, giving advice to local authorities, reviewing key risk areas, and assisting local residents in reinforcing their houses and evacuating to safer areas.

Border guard forces from Quang Ninh to Lam Dong must track the storm, manage vessels at sea, and promptly notify fishermen of its direction to take refuge in a timely manner. The Navy and Coast Guard forces were requested to ensure maritime safety and stand ready for search and rescue operations while the Air Defense - Air Force Service and Corps 18 must be on standby for aerial rescue. Other units were asked to coordinate with localities in prevention and disaster response.
The Military Region 4 Command separately ordered all of its affiliates to maintain combat readiness, secure barracks and warehouses, prepare rescue supplies, assist locals in evacuation and reinforcement, and ensure absolute safety of forces and assets.
In Quang Tri, the provincial People’s Committee asked for strict vessel control, ban on going to sea in dangerous weather, evacuation from fish cages, review of flood- and landslide-prone areas, and safety measures for reservoirs. Armed forces must be ready for rescue operations on request.
Meanwhile, in Thanh Hoa, the provincial chairman asked for the highest vigilance, early measures, and whole-system mobilization. All vessels must return to safe shelters; preventive measures at sea, on islands, in coastal areas and inland must be deployed early. Authorities must help farmers harvest crops, reinforce houses and dykes, and prepare thorough evacuation plans. The military, police, and border guards are to be on standby for evacuation and search and rescue tasks.
