At the meeting, chaired by Deputy Secretary of the CMC and Minister of National Defense General Phan Van Giang, delegates were briefed on the developments of international, regional and domestic situations, the agenda of the fourth plenum of the 13th PCC and outcomes of military and defense mission implementation over the past time.

Reportedly, during the fourth plenum of the 13th PCC, delegates will discuss and approve a report on socio-economic situation in 2021, socio-economic development plan for 2022, state budget and COVID-19 pandemic prevention and control and guidelines on COVID-19 fight in the new period. The fourth meeting will also focus discussions on further promoting the building and rectification of the Party as well as preventing degradation in political ideology, morality and lifestyle and manifestations of “self-evolution” and “self-transformation.”
Since the beginning of this year, under the leadership of the CMC and the Ministry of National Defense, the whole military has comprehensively fulfilled assigned missions. In particular, defense agencies and military units dealt with circumstances in a timely and effective manner, coordinated well in carrying out military and defense projects and continued carrying out the resolution of the fourth plenum of the 12th PCC on Party building and rectification.
The CMC and the Ministry of National Defense also instructed agencies and units to launch special emulation movements on containing the COVID-19 pandemic. Troops’ deeds over the past time have contributed to enriching the tradition of Uncle Ho’s soldiers.
Speaking at the meeting, Defense Minister Phan Van Giang affirmed the importance of the fourth plenum of the 13th PCC and asked delegates to promote their responsibility and democracy to contribute constructive opinions at the meeting. Opinions should clarify the responsibility and pure virtues of Uncle Ho’s soldiers in carrying out combat readiness missions, COVID-19 pandemic prevention and control and search and rescue operations.
Regarding missions in the coming time, General Giang asked the CMC and Ministry of National Defense to focus their leadership on the building of healthy and a strong military party organization and politically-strong military. Units in the whole military should effectively bring into play the vanguard role of the military in building the whole people's defense and security posture and take synchronous measures to build a revolutionary, regular, elite, gradually modernized military.
