Under the decision, the National Sports Complex, currently under the Viet Nam Sports Administration of the Ministry of Culture, Sports and Tourism, will be transferred to the Ministry of National Defense, which will assume management responsibility and receive the complex in its existing condition. Part of the land within the complex’s planned area will be transferred to the Ha Noi People’s Committee for management in accordance with the Government’s Resolution No.264/NQ-CP dated September 7, 2026, and relevant laws and regulations.

The management and organization of sports activities, as well as land, assets, finances and personnel at the complex, must comply with applicable laws and regulations, ensuring efficiency and preventing losses, waste and misconduct.

The Ministry of Culture, Sports and Tourism will lead and coordinate with the Ministry of National Defense, the Ha Noi People’s Committee and relevant agencies to complete the handover procedures. The transfer will cover land under the approved plan, along with the existing organizational structure, personnel, assets, finances, documents, related rights and obligations, ongoing activities and duties, and public investment projects that have been implemented or are underway at the complex.

The National Sports Complex will continue to perform its current functions and duties and use its existing seal until the Ministry of National Defense completes the takeover and issues a decision defining its functions, duties, powers and organizational structure under the new management model. The complex will also continue to use funding and carry out tasks under the approved state budget plan, if any, unless otherwise decided by a competent authority.

The Ministry of National Defense will coordinate with the Ministry of Culture, Sports and Tourism and the Ha Noi People’s Committee to complete the takeover and ensure uninterrupted operations. It will issue a decision establishing the complex’s functions, duties, powers and organizational structure under the new management model and allocate sufficient funding to maintain operations after the handover. The ministry will also coordinate with relevant agencies to fulfill legal obligations and address related issues within its authority, promptly reporting matters beyond its jurisdiction to the competent authorities.

Meanwhile, the Ha Noi People’s Committee will take over the land within the complex’s planned area in accordance with the approved plan and develop a management and use plan to ensure the land is used for its intended purposes, economically and efficiently, and in line with land-use planning and plans.

The committee will coordinate with the two ministries to complete the transfer, direct relevant municipal agencies to review and finalize documentation, and examine the current status of land management and use. It will also determine land boundaries, areas and boundary markers, complete cadastral records, and carry out or provide guidance on land-related procedures and registration updates within its authority.

In addition, the committee will provide information on land-use planning, construction planning, technical infrastructure and other relevant local management matters. It will coordinate efforts to resolve outstanding issues involving land, construction order and land-related financial obligations, if any, to ensure the complex continues to be managed and operated in accordance with the law.

Other relevant ministries and agencies will provide guidance and coordinate with the parties involved to complete the handover and takeover and address any issues beyond the authority of the transferring or receiving agencies.

The decision takes effect on October 22, 2026.
