Addressing the event, Minister of Culture, Sports and Tourism Lam Thi Phuong Thanh said the ministry would select suitable heritage sites for digitization, data standardization, and the development of multilingual content to support preservation, research, education, tourism, and the promotion of Viet Nam's image. The minister stressed that accurate, verified, and highly reliable data would help Vietnamese people, international visitors, and overseas Vietnamese access authentic information about the country and its people.
She also emphasized the need to link international cooperation with human resource development, strengthen connections between educational institutions, businesses, and the labor market, and promote the contributions of overseas Vietnamese experts, intellectuals, artists and entrepreneurs through exchanges, teaching, and knowledge sharing.
Bui Hoai Son, Deputy Head of the Party Central Committee's Commission for Publicity, proposed promoting the establishment of Vietnamese studies programs in several countries to enable higher education institutions to expand international cooperation. Strengthening teaching and research on Viet Nam would not only meet the demand for exchanges and cooperation but also help promote the country's culture, history, and people while enhancing its national soft power.
He also called for greater use of resources from overseas Vietnamese communities, raising the international profile of prominent figures in Vietnamese history, and implementing action programs under UNESCO's Creative Cities Network.

Participants stressed the need to strengthen links across sectors, mobilize domestic and international resources, and deepen foreign affairs and international cooperation in culture, society, and education and training.
In her concluding remarks, Deputy Prime Minister Pham Thi Thanh Tra emphasized the need to enhance interagency coordination and improve the practical effectiveness of foreign affairs and international cooperation. She called for proactive initiatives and the effective mobilization of domestic and international resources to strengthen Viet Nam's standing, role, and contributions on the international stage.
As an immediate priority, member agencies must review outstanding tasks for 2026 and urgently develop their work plans for 2027. The plans must clearly identify individual tasks, expected deliverables, and targets, prioritizing strategic and important issues requiring interagency coordination. The plans must be completed no later than November 30, 2026.
For the 2027-2030 period, the deputy prime minister outlined three strategic task groups, beginning with a review and improvement of institutions and policies to enhance coordination and integration effectiveness, safeguard strategic autonomy and national capacity, and protect sovereignty, including in culture, education and training. She noted that policies must also keep pace with emerging global trends such as artificial intelligence, big data, the digital economy and the circular economy, while ensuring preparations for major international events hosted by Viet Nam, including APEC Year 2027.

Another priority is to review international treaties, trade agreements, strategic partnership agreements and memoranda of understanding, following General Secretary of the Communist Party of Viet Nam Central Committee and President To Lam's direction to turn international commitments into development resources. The review should be completed in the first quarter of 2027, with a focus on substantive cooperation, stronger national and UNESCO-related branding, expanded Vietnamese Studies programs and the elimination of ineffective or merely formal activities.
The remaining task is to develop initiatives for multilateral forums, including ASEAN, the United Nations, UNESCO, the International Labor Organization, UNICEF and the World Health Organization, to raise Vietnam’s international standing and mobilize social resources for development. Ministries and sectors must prepare initiatives reflecting Viet Nam’s distinctive contributions ahead of the upcoming visit by the UNESCO Director-General, helping advance the International Decade of Culture for Sustainable Development, the Deputy PM said.
She also instructed member agencies to strictly implement the committee’s operational regulations, assign dedicated staff to support its work and strengthen external communications.
