In 2025, the General Staff led and directed agencies and units to successfully complete regular and unexpected military and defense tasks, with some tasks completed excellently and achieving breakthroughs. Notably, the whole military strictly maintained combat readiness regimes, firmly grasped the situation, advised and proposed to the Central Military Commission and the Ministry of National Defense to report to the Party and State on military and defense guidelines, countermeasures, and policies suitable to reality, to effectively handle situations without being passive or taken by surprise. They well coordinated together to ensure political security, social order, and safety nationwide; adjust force organization; and strictly implement the “Arranging local military organizations to be elite, compact, and strong to meet mission requirements in the new situation” project.

At the same time, the work of adjusting staffing organization, merging, dissolving, reorganizing, and relocating agencies and units was ensured to be strict, of high-quality, and on schedule. The quality of building comprehensively-strong, exemplary and typical units and implementing emulation movements saw many innovations and practical results. The General Staff directed agencies and units to practice and participate in parades celebrating the 50th anniversary of the Liberation of the South and National Reunification and the 80th anniversary of the August Revolution and National Day on September 2, leaving a deep impression on people and international friends; organized activities to celebrate the 80th Foundation Day of the General Staff thoughtfully and meaningfully.
In his concluding remarks, General Nguyen Tan Cuong commended the outstanding results of agencies and units in implementing military and defense tasks in 2025; requesting party committees and commanders at all levels to improve research, forecasting, and accurate assessment capabilities, promptly providing strategic advice to the Central Military Commission and the Ministry of National Defense on strategic countermeasures and solutions, commanding the military to be combat-ready to firmly protect the Fatherland in all situations.
At the same time, they should complete the 5-year preliminary review of the implementation of the Politburo’s Conclusion No.10 on strengthening national defense and security potentials combined with socio-economic development; continue to synchronously and effectively implement the Resolution of the 13th Party Central Committee’s 8th plenum on the strategy for protecting the Fatherland in the new situation; research and advise higher levels on mechanisms and policies related to local military and defense work, people’s war art, and defensive area operations suitable to the new organizational structure of the military.
The Chief of the General Staff also requested the whole military to strictly maintain combat readiness; closely monitor situations in the air, at sea, on islands, on land, and in cyberspace; firmly protect the national sovereignty and territory; work together to maintain political security, social order, and safety nationwide and protect major political events of the country. They should continue to build and strengthen the whole-people’s and comprehensive defense posture; research operational art and reasonably organize specialized forces at each level to effectively cope with high-tech wars; and concentrate on direction for exercises with various forms under short time conditions and urgent preparation, ensuring strictness and safety.

Meanwhile, units were urged to further organize training programs strictly according to set plans; boost night training, mobile training, and high-intensity training in all conditions, close to tasks, objects, areas, and operational plans; focus on imparting practical experience, improving practical capabilities, and mastering weapons and equipment in the payroll, especially new and upgraded weapons and equipment; organize training courses, contests, sports festivals, and exercises at all levels ensuring substance and safety. They should host and participate in domestic and international sports tournaments and strive to achieve high results; promote the building of comprehensively strong “exemplary and typical” units; strictly carry out regularity building and discipline management.
General Nguyen Tan Cuong asked agencies and units to continue to innovate and improve the quality of education and training according to Resolution 1657 of the Central Military Commission; projects on education and training work and the motto “The training quality of the school is the combat readiness capability of the unit.” Furthermore, they should strictly maintain readiness to respond to any incidents, natural disasters, search and rescue, epidemics, and environmental disasters, to name but a few.
