According to the report delivered at the conference, in 2025, under the timely and close direction of the Central Military Commission, the MND, the defense industry sector has made great efforts, accelerated, achieved breakthroughs, and comprehensively completed its tasks, attaining many important results and creating a solid foundation for the next development stage. Notably, the sector has regularly grasped, evaluated, and accurately forecast the situation, especially trends in the development of science, technology, weapons, and technical equipment; and pro-actively and effectively advised the Central Military Commission, the MND on building and developing the sector in the new period.

Investment and development of the defense industry sector have been implemented vigorously, with focus and key points, ensuring efficiency and compliance with the law. Many projects and economic-technical reports have been completed, accepted, put into operation, and promoted effectively. Research and development of weapons and technical equipment has achieved breakthrough steps, affirming the capacity for autonomy in research, manufacturing, production, and modernization of modern weapons and technical equipment with strategic significance. The entire sector has implemented nearly 600 science and technology projects and tasks; completed and accepted over 100 projects, creating many modern products, details, and components of weapons and technical equipment, while proposing the opening of new science and technology programs.
The task of defense production associated with economic development has been implemented effectively. The total revenue of the entire bloc has reached 107.6% of the plan, equal to 114.7% compared to 2024. In particular, in 2025, Factories Z113, Z195, and GAET Corporation have signed contracts to export industrial explosives with a total value of approximately USD 1 billion.
In his concluding remarks, Senior Lieutenant General Pham Hoai Nam commended the outstanding results and achievements of the defense industry sector in 2025. At the same time, he requested the entire sector to continue improving advisory capacity; promote investment in development, research, and manufacturing of modern weapons and technical equipment to ensure the fulfillment of the military’s missions; push for economic development, striving for industry-wide revenue growth of over 10%; expand international cooperation and build defense industry product brands; consolidate the organization to be elite, compact, and strong; and build strong party organizations and further promote cadres’ competence to meet mission requirements in the new situation.
