This year, the General Staff (GS) has directed the entire military to successfully accomplish routine and unscheduled military and defense tasks, with several missions accomplished outstandingly and a number of areas seeing breakthrough progress.

In the year, the GS has strictly observed combat readiness regulations, kept a close watch on situational developments, and made timely advice and recommendations to the CMC and the Ministry of National Defense (MND) for reporting to Party and State leaders to issue appropriate guidelines and countermeasures, helping effectively handle situations, firmly safeguard the nation’s sovereignty and territorial integrity, and maintain political security and order nationwide.
Attentively, the agency has pro-actively studied and advised on many major military and defense policies in line with practical conditions; arranged forces in a tight, scientific manner and in accordance with the road-map; proposed procurement of weapons and equipment to meet the military’s mission requirements.
In addition, it has directed parades in the national grand celebrations and the parade in Russia to mark the 80th anniversary of Victory in the Great Patriotic War.
In 2025, under the direction of the GS, the military has pro-actively responded to and mitigated the consequences of natural disasters and conducted search and rescue operations in affected localities, excellently fulfilling the peacetime combat mission. Furthermore, international integration and defense diplomacy have been conducted pro-actively, flexibly and effectively, while projects and draft laws have been completed with good quality.
In his concluding speech, Gen. Cuong requested agencies and units to pro-actively enhance research, forecasting and assessment capabilities, accurately grasp the situation, and promptly provide strategic advice to the CMC and the MND for reporting to Party and State leaders in formulating military and defense guidelines and strategies to meet both immediate and long-term Fatherland safeguarding tasks, successfully handling situations.

An overview of the conference |
He asked for close monitoring and management of the nation’s airspace, seas, borders, inland areas and cyberspace, especially key areas; firm protection of national sovereignty and territorial integrity; close coordination with functional forces to maintain political security, order and social safety nationwide. He noted the need to ensure security for major political events of the country, with a focus on the 14th National Party Congress, the election of deputies to the 16th National Assembly, and people’s councils at all levels for the 2026-2031 term.
Gen. Cuong urged the GS to continuously direct the adjustment of force organization toward being elite, compact and strong, make breakthroughs in training, effectively carry out militia and self-defense forces’ activities, among others.
He also requested close management, timely detection, and effective handling of situations in cyberspace; implementation of international integration and defense diplomacy work in accordance with the Party and State’s guidelines, policies, and the MND’s external relations plans and programs; as well as further research fundamental and core technologies, development of high-tech weapons and strategic equipment.
