The report delivered at the event revealed that in 2025, the Navy’s Party Committee and Command pro-actively advised the Central Military Commission (CMC) and MND on maritime defense and security matters. The force accurately assessed and forecast developments at sea, flexibly and effectively handled emerging situations, thereby firmly safeguarding national sovereignty over sea and islands while maintaining a peaceful environment at sea.

Across the service, strict combat readiness and duty regulations were maintained. Naval units closely coordinated with other forces to conduct patrols, control activities, and enforcement operations to combat illegal, unreported, and unregulated (IUU) fishing. Tens of thousands of officers and soldiers participated in search and rescue missions and assisted local communities in disaster prevention and response, helping mitigate storm and flood damage. Nearly 300 people were rescued, while close to 180 vessels and more than 3,000 fishermen were supported in sheltering at storm-avoidance anchorages.

The service successfully participated in major national military parades commemorating significant historical anniversaries. At the same time, it continued to effectively implement programs in support of fishermen and their children. These efforts were accompanied by timely support for the construction of hundreds of houses, as well as dozens of others built under “Quang Trung Campaign” to help people in the Central and Central Highlands provinces affected by floods.

Commending these achievements, General Phan Van Giang stressed that in the coming period the Navy must continue to thoroughly implement the guidelines and policies on military and defense tasks and Fatherland protection, and remain steadfast in protecting national sovereignty and territorial integrity in close association with preserving a peaceful and stable environment for national development. 

He emphasized the need to further renew and improve political and ideological education so that officers and soldiers clearly understand their responsibilities in safeguarding national sovereignty over sea and islands, uphold a strong sense of responsibility, remain pro-active, overcome difficulties, and successfully accomplish all assigned missions.

The Navy was directed to organize training and exercises closely aligned with real conditions and mission requirements, enhance situational awareness at sea, and promptly advise and handle emerging situations in a timely and affective manner. Priority should be given to improving training quality, especially in mastering new and modern weapons and equipment, while combining military training with political education and physical conditioning.

General Phan Van Giang also underscored the importance of building a strong whole-people’s defense, whole-people’s defense posture, and people’s warfare posture at sea, creating a solid and interconnected coastal–maritime–island defense system. The force should continue to play its core role in maritime defense, closely coordinate in combating IUU fishing, and actively promote defense diplomacy in line with the Party’s foreign policy, contributing to building waters of peace, friendship, cooperation, and development.

Attention was also placed on strengthening leadership capacity of Party committees and organizations, building a strong and disciplined contingent of cadres, and fostering military–civilian solidarity. The Navy was urged to remain a reliable support for fishermen to fish offshore, contributing to economic development and the firm protection of national maritime sovereignty.

The defense leader underscored that the Party and State leadership, the CMC, and MND firmly believe that officers and soldiers of the Navy will continue to uphold the force’s tradition; remain united and innovative; and successfully fulfill their assigned missions, contributing to building a revolutionary, regular, elite, and modernized Navy that excels as the core force in firmly protecting the sacred sovereignty over national sea and islands.

On the same day, General Phan Van Giang, acting under authorization, presented the title Hero of the People’s Armed Forces to Brigade 189 of the Navy in recognition of its exceptionally outstanding achievements in training, combat readiness, military building, and Fatherland protection.
