The meeting was chaired by General Phan Van Giang, Deputy Secretary of the Central Military Commission, and Minister of National Defense.

At the meeting, delegates heard a report delivered by a representative of the General Department of Logistics and Technical Services on the preparations for investment in the project and the selection of the architectural plan for the Military Theater since the issuance of the Standing Board’s resolution.

The report stated that assigned agencies and units had pro-actively coordinated and urgently carried out tasks related to investment procedures, land-use procedures, and planning. At the same time, domestic and international consulting organizations were selected to propose architectural options. An advisory council was established, along with evaluation criteria in accordance with legal regulations. Based on the proposed designs, the council conducted two rounds of assessment and selected the most appropriate option.

Following the report, delegates discussed and analyzed the strengths and limitations of the proposed architectural plan, while contributing opinions related to the scale, architecture, engineering, and technology. These contributions aimed to further refine the plan so that, once approved and implemented, the project would ensure effective operation and use, while creating a positive impression among the public.

Based on the reported plan, delegates’ opinions, and clarifications from relevant agencies, General Phan Van Giang acknowledged and commended functional agencies and units for their pro-active coordination and effective performance of assigned tasks, ensuring both progress and quality. He directly adjusted several details concerning the investment funding, construction area, and design of certain project components.

General Phan Van Giang emphasized that the investment and construction of the Military Theater hold significant importance, contributing to improving the cultural and spiritual life of officers and soldiers and enhancing the effectiveness of military artistic activities. The project is also identified as a representative cultural work, worthy of the position and glorious traditions of the Vietnam People’s Army.

He stressed that the project must be harmoniously planned with the surrounding space and landscape, comply with local planning criteria and traffic connectivity solutions, while maintaining a distinct military identity. In particular, the facility must ensure multi-functional use during operation, serving not only as a modern performance venue, but also as a multi-functional cultural center of the military. It should be capable of hosting a wide range of cultural and artistic activities, including specialized art performances, integrated arts, conferences, exhibitions, and community events.

The CMC’s Deputy Secretary requested that relevant agencies and units seriously take in the Standing Board’s opinions, promptly finalize documentation and specific plans, and organize implementation in a coordinated, synchronous, economical manner, in compliance with legal regulations and timelines. During the construction, technical and aesthetic requirements, as well as the project’s overall coherence, efficiency, and long-term effectiveness, must be ensured.
