In his speech, Lieutenant General Do Manh Duc, head of the department, recalled the establishment and development of the Department of Personnel over the past 75 years.
He emphasized that the birth of a specialized agency tasked with giving advice, directing and guiding the personnel work in the whole military marked a new development in the Party’s personnel work in the people’s armed forces. It was also a confirmation of the Party and President Ho Chi Minh’s special attention to the personnel work and the building of a contingent of military officials in the revolutionary cause.

The department’s chief underlined that over the past time, generations of officials, employees, and soldiers of the Department of Personnel and military personnel sector have always shown their firm political stance, steadfastness in the goals and ideals of national independence and socialism, loyalty to the Fatherland, Party, State, and people. They have also stayed united, been creative, proactively overcome difficulties, observed state laws and military discipline, given timely and accurate recommendations and obtained outstanding achievements.
With its attainments, the department has been honored with many noble titles and orders domestically and internationally.

On behalf of the Standing Board of the Central Military Commission, leaders of the Ministry of National Defense and GDP, General Luong Cuong congratulated and highly appreciated the department’s important achievements and contribution.
Noting complicated developments in the region and the world as well as schemes of hostile forces, General Cuong asked the department and the military personnel sector to focus on major tasks, including strictly embracing resolutions, conclusions, directives, regulations of higher levels on personnel affairs, building a contingent of capable military officials, especially those at operational and strategic levels. They should better their staff role to appoint good officials, and protect dynamic and creative officials for the common interests; and continue to improve the leadership capability and combat strength of the Party Organization of the Department of Personnel.

In addition, the GDP chief urged them to closely work with authorized agencies inside and outside the military, thoroughly grasp situations of military officials and personnel affairs to detect inadequacies in personnel building and management to give timely advice to higher levels to deal with in an effective manner.
Authorized by the State President, General Cuong presented the first class Independence Order to the Department of Personnel.
