Also attending were Senior Lieutenant General Truong Thien To, member of the Party Central Committee, Deputy Chief of the General Department of Political Affairs and Standing Vice Chairman of the Council; the Council’s members; and representatives from several agencies and units under the Ministry of National Defense.
At the meeting, the standing body of the Council presented a report on the list of collectives and individuals proposed for conferment or posthumous conferment of the noble titles. During wartime, those nominated directly participated in combat or combat support, achieving exceptionally outstanding accomplishments and contributing significantly to the resistance wars against foreign invaders.
In the renewal period, the nominated collectives and individuals have recorded exceptionally outstanding or extraordinarily outstanding achievements in military and defense tasks, education and training, advisory and organizational work, personnel management, security protection, research and production of modern weapons and equipment, and development and transfer of specialized medical technologies. They are shining examples in the Determined-to-Win Emulation Movement across the military.
Regarding procedures, the nomination dossiers have been prepared in full compliance with regulations, ensuring completeness and eligibility for consideration. Information on the nominations has been publicly posted in accordance with regulations on the People’s Army Newspaper and the Ministry of National Defense’s web portal.

In his concluding remarks, General Nguyen Trong Nghia acknowledged and highly appreciated the thorough preparation of the Council’s standing body and its members. He emphasized that the nominated collectives and individuals are truly exemplary, with outstanding achievements and significant contributions to the struggle for national liberation and reunification, national construction and defense, as well as the military development in the current period.
He requested the Council’s standing body to continue coordinating with relevant agencies and units to further refine reports, highlighting the achievements of nominees. The completion of dossiers must ensure strictness, objectivity, impartiality, and accuracy, thereby strengthening credibility and inspiring officers and soldiers across the military to strive for excellence in fulfilling all assigned tasks.
