To implement Resolution No.03/NQ-CP dated January 9, 2025, of the Government on the Government’s Action Program to implement Resolution No.57-NQ/TW dated December 22, 2024, of the Politburo on breakthrough development in science, technology, innovation, and national digital transformation, the MND has been assigned to coordinate with the Ministry of Science and Technology in drafting the Prime Minister’s decision on issuing the list of strategic technologies and strategic technology products. Under the direction of the MND leadership, the MND’s Department of Military Science has worked with relevant agencies and units to propose a list of strategic technologies and strategic technology products.

Addressing the conference, Senior Lieutenant General Le Huy Vinh noted that there is currently no globally unified definition of strategic technologies. However, each country selects and invests in research and development of strategic technologies based on global technological trends, national priorities, strategies, socio-economic conditions, and national defense and security requirements. In this context, he emphasized that pioneering and leading technologies are often found in the military and defense sector. Therefore, he stressed the importance of clearly defining the scope and concept of strategic technologies, identifying strategic tasks, and thereby determining appropriate strategic technologies and strategic technology products for inclusion in the list.

An overview of the event

During the conference, delegates focused on discussions regarding the definition of strategic technologies, criteria for identifying strategic technology products, and classification of strategic weaponry and technical equipment.

* On March 6, a delegation from the MND, led by Lieutenant General Thai Dai Ngoc, Deputy Chief of the General Staff of the Vietnam People’s Army (VPA), conducted an inspection of combat readiness training in 2025 at Division 375 of the Air Defense - Air Force Service.

The inspection revealed that the Party Committee and Command of Division 375 has strictly implemented the 2025 combat readiness transition training plan of the General Staff. The division has well prepared for training, and the chains-of-command at all levels have executed the transition process in accordance with regulations and procedures. The unit has also effectively  organized the maneuver to the designated evacuation area following established guidelines and timelines while ensuring absolute safety.

The inspection delegation highly appreciated the preparation and organization of combat readiness transition training by Division 375’s officers and soldiers. The delegation also directed the unit to draw lessons from the training, assess strengths and weaknesses, and enhance airspace management. The division was instructed to closely coordinate with relevant agencies and units in the garrison area to ensure accurate forecasting, early warnings, and effective air defense alerts in all scenarios. The delegation also emphasized the importance of precise situational assessment and timely, effective responses to prevent any unexpected developments.

* On March 6, a delegation from the VPA’s General Staff, led by Lieutenant General Nguyen Quang Ngoc, Deputy Chief of the General Staff, inspected the practice of shifting combat readiness at the An Giang provincial Military Command.

The inspection showed that the An Giang provincial Military Command has fully developed combat readiness transition documents. The scenarios built for training has closely been in line with the local military and defense tasks, particularly in advising on transitioning the locality into a state of national defense emergency and handling border-related situations. The unit’s chains-of-command at all levels grasped the sequence and content of the combat readiness shifting process and directed affiliates to execute procedures in compliance with regulations.

The inspection delegation requested the An Giang provincial armed forces to address shortcomings identified during training and continuously provide guidance to affiliates on conducting combat readiness shifting training. This would enhance the command and operational capabilities of leaders and officers at all levels, ensuring they meet mission requirements. Additionally, the delegation emphasized the need for continuous training, professional development, and improving logistics supplies and technical support to fulfill both routine and emergency tasks.

* On the afternoon of March 6 in Hanoi, the National Defense Journal held a conference on the handover of editor responsibilities. Lieutenant General Truong Thien To attended and delivered instructions.

At the event, Major General Ta Quang Chuyen handed over his responsibilities as Editor-in-Chief of the National Defense Journal to Senior Colonel Nham Cao Thanh, Deputy Editor-in-Chief of the Journal.

Addressing the conference, Lieutenant General Truong Thien To commended the achievements of the National Defense Journal, particularly in effectively disseminating the Party’s guidelines and viewpoints on military and defense affairs, contributing to theoretical research and summarizing practical activities in building the armed forces and the all-people's defense posture. He congratulated Major General Ta Quang Chuyen on successfully completing his duties. He also instructed Senior Colonel Nham Cao Thanh to build on the accomplishments of his predecessor, continuously improving his comprehensive capabilities to fulfill assigned tasks. Following the handover, the operations of the National Defense Journal must remain stable while striving for further progress and achievements.
