Deputy Chief of the General Department of Political Affairs Lieutenant General Truong Thien To attended and spoke at the event. Reports at the conference revealed that in recent years, Military Region 5’s Party Committee and Command have focused on mass mobilization work by issuing synchronous policies and practical solutions. Additionally, conclusions and directives from the Standing Board of the military region’s Party Committee have provided strategic guidance for innovating and implementing field trips combined with mass mobilization. These efforts have helped strengthen the "people’s heart posture" in the strategic area.

The emulation movement has been widely carried out through creative and practical models tailored to each unit’s reality and local situation. Many units have accelerated information dissemination and law education activities in key defense and security zones, including remote and ethnic minority areas. This has raised public awareness of the Party’s guidelines and the State’s policies and laws, contributing to foiling schemes and activities aimed at undermining the great national unity bloc by hostile forces.

Hundreds of thousands of officers and soldiers have been deployed to grassroots areas to support new-style rural area building efforts, disaster response, hunger elimination, poverty reduction, and sustainable livelihood creation.

From 2021 to 2025, the armed forces of Military Region 5 have worked closely with local Party committees, authorities, and mass organizations to effectively implement national target programs, particularly the program on socio-economic development in ethnic minority and mountainous areas. Defense-economic units have accelerated the transfer of techniques and provided seeds and livestock for locals, improving their incomes and living standards. Simultaneously, efforts in communication, defense diplomacy, and people-to-people exchanges have been strengthened.

Military Region 5 has also organized exchange programs, healthcare events, and emergency relief efforts for Lao and Cambodian people affected by natural disasters and epidemics. These actions have contributed to deepening the special friendship and solidarity among the nations and building a border of peace and friendship.

Addressing the event, Lieutenant General Truong Thien To lauded the military region for its results over the past years. He emphasized that the region’s practical and effective models have become key drivers in building a resilient "people’s heart posture," an essential element in safeguarding national sovereignty early and from afar.

Successful models such as "Rice jars for the poor," "Lighting rural roads," and "Sending soldiers to celebrate Tet with the people" have made a tangible impact, helping locals stabilize their lives and gradually escape poverty.

Looking ahead to the 2025–2030 period, General To urged Party committees and chains-of-command of agencies and units to continue renewing their mindset to raise the effectiveness of activities. He called on agencies and units in the military region to focus on building comprehensively strong localities; participate in economic development, poverty reduction, disaster relief, and public health efforts. Above all, he emphasized the need to further strengthen the bond between the troops and the people.

At the event, outstanding collectives and individuals in carrying out the movement in the 2021-2025 period were honored.
