During the course, organized by the Ministry of National Defense (MND), participating orators studied six specialized topics, namely artificial intelligence (AI) with dissemination of law in the military; basic knowledge of the Law on the management and use of weapons, explosive materials and support tools; application of information technology and digital transformation in law dissemination and education; new contents of the Law on Road and the Law on Road Traffic Order and Safety; and basic knowledge of the Law amending and supplementing a number of articles of 11 laws on military and national defense.

They had discussions and made proposals to improve the effectiveness of the dissemination and education of law as well as to implement the project on promoting the role of the People’s Army in participating in the dissemination and education of law, mobilizing people to comply with the law at the grassroots level for the 2021-2027 period (Project 1371) in the time to come.
Addressing the opening ceremony, Gen. Luong emphasized the MND’s due attention and creation of conditions for lower levels to implement the work and foster orators. He highlighted effective and practical models in the work performance, helping reduce rates of violations of law and discipline, contributing to building comprehensively-strong, exemplary and typical agencies and units and completion of all assignments.

He asked agencies and units to improve the quality and effectiveness of the dissemination and education work and each officer and soldier to act as an orator of law, so that the military takes the lead and set an example in enforcing State laws and disseminating laws, mobilizing people to comply with the law at the grassroots level; pro-actively fights against distortions and sabotage of hostile forces.
He requested participating orators to acquire provided knowledge to make their dissemination work more effective.

The defense leader lauded the Corps’ Party Committee for their achievements gained over the latest term. He asked the delegates to promote self-criticism and criticism, continue to discuss and propose solutions to fix shortcomings of the 2020-2025 tenure.

He requested the Artillery Corps to make a breakthrough in building a revolutionary, standardized, elite, and modernized force to meet the task requirements of protecting the Fatherland in the new situation. The Artillery Corps’ Party Committee should also pro-actively advise the Central Military Commission and the Ministry of National Defense to promptly develop, promulgate, and implement the project to establish the Missile Artillery Command, a new, elite, and modernized organizational model.
