The conference was held both in person at the Ministry of National Defense’s headquarters and via video link with 129 locations in the whole-military. General Nguyen Tan Cuong, Chief of the General Staff of the Vietnam People's Army and Deputy Minister of National Defense, chaired the event.

The report presented at the conference highlighted the significant progress achieved over the past decade under Resolution 689. Disaster response and rescue efforts across the military have undergone comprehensive and profound changes, resulting in remarkable achievements. Awareness and responsibility among officers and soldiers have markedly improved, forming a solid foundation for handling these tasks in the new context. Management structures have been gradually completed, while specialized forces have been professionalized, and auxiliary forces have been organized across the military.
Investment in equipment and vehicles for disaster response and rescue operations has increased, and training and exercises have seen substantial improvements, tailored to the reality and situation of each region. Collaboration between the military and other ministries, agencies, and local authorities has been increasingly tightened, adhering closely to the "four on-sites" principle and creating a broad and integrated strength.
In his concluding remarks, General Nguyen Tan Cuong acknowledged and praised the results achieved by military agencies and units during the implementation of Resolution 689. He emphasized lessons learned from practical deployment and identified remaining shortcomings, calling for swift corrections across the military.
He stressed the importance of recognizing disaster response and rescue operations as peacetime combat missions. He urged military units to maintain close coordination with other agencies and forces, ensuring timely information sharing about incidents and disasters for pro-active prevention and response. Authorities must focus on completing legal frameworks, mechanisms, and policies for civil defense, mobilizing resources effectively under the "four on-sites" principle, and promoting the whole-people participation in civil defense activities.

General Nguyen Tan Cuong emphasized the importance of developing adequately sized and well-trained specialized forces; equipping personnel with suitable tools to ensure safety during operations; and maximizing the role of local militia and self-defense forces in emergency situations. In addition, he urged them to innovate training content and build concrete response plans for disaster and incident management, embrace science and technology applications in civil defense, and expand international cooperation for information sharing, disaster forecasting, and building of collaboration mechanisms in civil defense.
On this occasion, the Ministry of National Defense presented awards to 47 collectives and 63 individuals for their outstanding contributions to the 10-year implementation of Resolution 689.
