The event was chaired by Deputy Defense Minister Senior Lieutenant General Nguyen Van Hien, who is Standing Deputy Head of the MND’s Steering Committee for science and technology development, innovation, digital transformation, implementation of Project 06, and administrative reform (Steering Committee 1128 in short).

Concluding the conference, the deputy defense minister assigned Command 86 to lead the development of the MND’s Digital Transformation Plan for 2026–2030, with clear timelines for investment procedures, to be completed before May 15. The command is also responsible for appraising component projects to ensure that the implementation complies with the approved objectives and requirements.

The MND’s Department of Finance was tasked with coordinating relevant agencies to unify and guide investment procedures in line with the State and MND’s regulations. The Military Industry-Telecoms Group (Viettel), Tecapro, the Military Technical Academy, and the Military Science and Technology Institute were directed to assign qualified personnel to support the project implementation and apply advanced technologies to developing digital platforms and databases for the ministry.

Agencies and units with component projects were required to finalize implementation plans before June 15, conduct surveys, prepare project proposals and feasibility studies, and coordinate with consulting units on items that can be carried out early. They were also instructed to review database confidentiality levels and coordinate with competent agencies to determine implementation solutions. Priority should be given to units with proven capacity and experience.

According to the conference report, the subprojects under the MND’s Digital Transformation Project for 2024–2025 have been basically completed. The work of leading and directing has been carried out in a synchronized and decisive manner. Shared applications, software systems, and digital databases have been widely deployed across the armed forces, while heads of agencies and units, officers, and personnel have gradually formed the habit of working in a digital environment. Command 86 has also coordinated with relevant agencies to adjust the plan for the 2026–2030 period to ensure it remains updated, comprehensive, and aligned with practical requirements.

An overview of the conference

In recent years, Party committees and chains-of-command at all levels have strictly implemented legal documents, directives, and guidance on social insurance, health insurance, and unemployment insurance, ensuring full benefits for personnel under the ministry’s management.

To further improve implementation, the deputy defense minister requested the Department of Policy and Social Affairs to continue directing and guiding agencies and units in carrying out insurance tasks in line with assigned functions and plans. Units were instructed to strictly implement revenue and expenditure estimates for 2026, collect contributions, and transfer them to Vietnam Social Security.

He also called for sufficient funding for insurance payments, timely settlement of benefits in accordance with the law, and a review of legal regulations and guidance documents to remove obstacles in implementation. In addition, he stressed the need to expand information technology applications in processing insurance dossiers through the military communications network, digitizing and electronically signing records, and issuing electronic social insurance books and health insurance cards.

General Ngoc also emphasized the importance of communication and guidance for service-members, improving healthcare for military personnel, and ensuring policies and benefits for servicemen.
