At the formal ceremony, the leader of the Ministry of National Defense (MND) announced the deployment of Major Le Vinh Hoang to the United Nations Mission in South Sudan (UNMISS), where he will serve as a military observer.

General Chien highlighted the strategic importance of Vietnam’s participation in U.N. peacekeeping, describing it as a key pillar of the nation's multilateral diplomacy. He noted that since 2014, Vietnam has successfully deployed over 1,300 personnel, earning high praise from the U.N. and international partners for their professionalism. These "blue beret" forces have become ambassadors, promoting the noble qualities of "Uncle Ho’s soldiers" on the international stage.

Major Hoang was specifically commended for his extensive qualifications and experience. He previously completed a one-year tour as an intelligence analysis officer at the U.N. mission in the Central African Republic (MINUSCA). His readiness is further supported by numerous specialized training programs, including the U.N. Staff Officers Course (UNSOC) and the Vietnam-India bilateral exercise VINBAX 2023.

Acknowledging the complex security environment in South Sudan, General Chien urged Major Hoang to remain vigilant, uphold the traditions of the Vietnam People's Army, and demonstrate the determination expected of a Vietnamese peacekeeper.

The Deputy Minister also directed the Vietnam Department of Peacekeeping Operations (VNDPKO) to continue its meticulous procedures for selecting and preparing future deployment forces. The VNDPKO Director confirmed their rigorous selection criteria, which cover professional competence, military knowledge, foreign language proficiency, and health, ensuring that all personnel are thoroughly prepared to meet demanding mission requirements.
