The event was chaired by Deputy Chief of the General Staff Senior Lieutenant General Phung Si Tan, who is Deputy Head of the Inter-sectoral Working Group and Deputy Head of the MND’s Steering Committee for Vietnam’s Participation in U.N. Peacekeeping Operations.

The three deployed officers are Lieutenant Colonel Hoang Quoc An, officer of the Military Logistics Research Institute under the General Department of Logistics and Technical Services, who will replace Lt. Col. Nguyen Thi Thanh Loan as Logistics Staff officer; Major Ngo Quoc Cuong, officer of the Vietnam Department of Peacekeeping Operations (VNDPKO), who will replace Lt. Col. Nguyen Duc Doanh as Operations Staff officer; Senior Captain Pham Phu Hai, also from the VNDPKO, who will replace Col. Nguyen Thi Lien as Civil-Military Coordination officer. All three officers have undergone rigorous selection, training, and evaluation processes required by the U.N.
According to VNDPKO’s Director Major General Pham Manh Thang, the selection process was carefully conducted, ensuring that candidates met strict criteria in terms of military expertise, U.N. peacekeeping knowledge, foreign language command, and physical fitness. The officers completed U.N.-required training courses, including pre-deployment courses and those for staff officers, logistics officers, and military observers.

Depending on the assigned positions, the VNDPKO also sent the officers to international training courses to enhance their professional capacity. Notably, both Maj. Ngo Quoc Cuong and Sr. Capt. Pham Phu Hai had previously completed missions with U.N. peacekeeping operations, gaining valuable field experience.
The department has well coordinated with relevant agencies inside and outside the military to provide adequate support for the officers, helping them focus on their duties with peace of mind. All three officers have demonstrated strong resolve, high determination, and a high sense of responsibility, expressing their pride in representing the Vietnam People’s Army to carry out international missions.

In his remarks, GS’s Deputy Chief Phung Si Tan asked the officers to strictly adhere to Vietnam’s foreign policies and guidelines; observe military discipline, U.N. regulations, host country’s laws, and the instructions of relevant agencies and the VNDPKO. He urged them to uphold the proud traditions of the Vietnam People’s Army throughout their mission, while ensuring absolute safety of people and equipment.
He also stressed that, with their professional competence and skills, they must quickly adapt to the local context, demonstrate determination and resilience, and complete their assignments effectively, contributing to spreading the image of Vietnam and its military in the international arena and safeguarding the nation early and from afar through peaceful means.
On behalf of the deployed officers, Lt. Col. Hoang Quoc An was committed to strengthening unity, fostering cooperation with international partners, and exerting efforts to fulfill the assigned tasks. He added that all officers understand the significance of the mission, requiring them to have firm political stance, military and diplomatic expertise, and strong foreign language skills.
