Themed "Enhancing the role of VPA and LPA’s young officers in preserving, nurturing, and developing the traditional friendship, special solidarity, and comprehensive cooperation between the two peoples and militaries," the talk was chaired by Senior Colonel Tran Viet Nang, Head of Vietnam’s Military Youth Advisory Board; Colonel Soutchay Mahavong, Head of the Youth Department and the young Lao officer delegation. In attendance at the talk was Colonel Vongxay Inthakham, Lao Defense Attaché to Vietnam.
In his speech, Senior Colonel Tran Viet Nang emphasized that the youth of both nations in general, and young officers in particular, have implemented various cooperative programs, delegation exchanges, and practical activities. These have contributed to creating opportunities for both sides’ young officers to participate in friendly exchanges and voluntary activities, as well as have chances to witness the developments of both nations.
Vietnam’s Military Youth Advisory Board and Laos' Youth Department annually hold training sessions to exchange professional experience in youth work for Lao officers. These training sessions focus on organizing and building youth organizations, enhancing skills, experience, and expertise in conducting youth work within the military.
The talks agreed on the continued collaboration between the two sides in effectively carrying out education work concerning the history and importance of the great friendship, special solidarity, and comprehensive cooperation between the two parties, states, and militaries. Both sides will continue to enhance cooperation between young officers from various units towards marking the 80th anniversary of the establishment of the VPA and the 75th anniversary of the establishment of the LPA in 2024.
Through this talks, they aimed to maximize the role of young officers from both nations in preserving, nurturing, and developing the traditional friendship, special solidarity, and comprehensive cooperation between the peoples and militaries.

Delegates emphasized the importance of coordinating and organizing training courses in youth work for LPA officers, enhancing cooperation, sharing experience in building and consolidating political system at localities, particularly in border areas, contributing to developing the local socio-economy.
On this occasion, Vietnam’s Military Youth Advisory Board received the Commemorative Token from the Central Committee of the Lao People's Revolutionary Youth Union.
