Gen. Chien emphasized that, over the past 75 years, under the wise leadership of the Lao People's Revolutionary Party, the Lao People's Army has overcome difficulties and challenges, actively participated in the national defense and construction cause, and contributed significantly to the country's development and protection. He also praised the positive contributions of the Lao People's Army to regional and global peace, stability, cooperation, and development.
Highlighting the strong support and assistance provided by the Lao Party, State, Government, military, and people during the national struggle for freedom and independence, as well as in the current nation-building and development of Vietnam, the Vietnamese deputy defense minister expressed confidence that, under the leadership of the Lao People's Revolutionary Party, Laos will achieve greater successes, affirming its position in the region and the world.
Gen. Chien emphasized that the bilateral defense cooperation between Vietnam and Laos has been effectively promoted in recent times. He highly appreciated the contribution of the Embassy and Defense Attaché Office of Laos in fostering the bilateral defense cooperation, especially in significant events such as the “Year of Vietnam-Laos Friendship 2022,” the First Vietnam-Laos Border Defense Friendship Exchange (in December, 2021), and the recent First Vietnam-Laos-Cambodia Border Defense Friendship Exchange (in December, 2023). He expressed his desire for continuous attention and support from the Lao Embassy and Defense Attaché to deepen the bilateral defense cooperation, contributing to reinforcing of the Vietnam-Laos relationship.
In turn, Laotian Ambassador to Vietnam Khamphao Ernthavanh expressed gratitude to the Vietnamese Ministry of National Defense delegation for their congratulations on the 75th anniversary of the establishment of the Lao People's Army. He thanked the Vietnamese Party, State, Government, military, and people for their consistent support and assistance to the Lao Party, State, Government, military, and people. He praised the close cooperation between the two defense ministries, contributing significantly to strengthening the Vietnam-Laos relationship. He affirmed his continuous support and readiness to coordinate closely for the comprehensive and effective implementation of bilateral defense cooperation activities.

Ambassador Khamphao Ernthavanh expressed his hope that the Vietnamese Ministry of National Defense would support the Lao Ministry of National Defense in successfully organizing various military-defense meetings of ASEAN during Laos' ASEAN Chairmanship in 2024. In response, Senior Lieutenant General Hoang Xuan Chien confirmed that the Vietnamese Ministry of National Defense is always ready to accompany, share experiences, and support the Lao Ministry of National Defense.
