Vietnam and Canada ink cooperation agreement in U.N. peacekeeping operations
PANO - During his visit to Canada, Major General Pham Manh Thang, Director of the Vietnam Department of Peacekeeping Operations (VDPKO), and Major General Carol Potvin, Deputy Director General for Continental Defense Policy under Canada’s Department of National Defense, signed the 2025-2026 cooperation framework on United Nations (U.N.) peacekeeping.
The annual cooperation framework builds on the Memorandum of Understanding (MoU) on U.N. peacekeeping signed by the two nations in 2023. It also reflects the commitment to advancing Vietnam-Canada defense relations, as agreed during the Vietnam-Canada Defense Policy Dialogue in Vietnam in February 2025.
The cooperation framework focuses on three key areas, namely delegation exchanges at all levels, training and capacity-building cooperation and Canadian assistance in providing equipment to enhance Vietnam’s peacekeeping training capabilities and the expertise of Vietnam People’s Army personnel in U.N. missions.
Over the past time, both sides have implemented numerous effective cooperation activities, such as training courses for Vietnamese officers in languages, U.N. peacekeeping operations, and the participation of women in peacekeeping, among others.

In the time ahead, both sides are committed to furthering and expanding cooperation in the following fields such as officer training programs, language training, and promoting the role of women in peacekeeping.
This agreement reaffirmed Vietnam and Canada’s strong commitment to contributing to regional and international peace and stability, opening new opportunities for future cooperation.
