In his address, Senior Lieutenant General Nguyen Van Nghia reaffirmed Vietnam’s consistent policy and strong commitment to participating in U.N. peacekeeping operations, viewing this as an important part of the country’s responsibility to the international community and its foreign policy of independence, self-reliance, peace, cooperation, and development.
He emphasized that sustainable peace can only be achieved when the international community joins hands to improve people’s livelihoods in conflict-affected regions, help them restore confidence, stabilize lives, and build lasting peace.

The Vietnamese head delegate proposed several measures to enhance the effectiveness of U.N. peacekeeping operations, including strengthening pre-deployment training and capacity-building programs to better prepare personnel for increasingly complex mission environments; promoting international cooperation in research, experience-sharing, and capacity enhancement; expanding the application of science and technology, particularly digital and artificial intelligence (AI) solutions, to ensure the safe and effective adaptation of peacekeeping forces; integrating considerations of a secure environment into technology applications to make UNPKO activities more sustainable and resilient.
On the sidelines of the event, Senior Lieutenant General Nguyen Van Nghia paid a courtesy call on Indian Defense Minister Rajnath Singh, held bilateral talks with General Upendra Dwivedi, Chief of Army Staff of India, and met with several heads of delegations.

During these meetings, he highlighted that, on the basis of the traditional friendship and comprehensive strategic partnership between Vietnam and India, bilateral defense cooperation has been continuously strengthened with practical outcomes, particularly in the field of U.N. peacekeeping, which remains a highlight of the two militaries’ collaboration.

Both sides agreed that there is still great potential for cooperation and pledged to expand collaboration in areas, such as training, cybersecurity, military medicine, and search and rescue operations, while maintaining effective mechanisms like staff army officer consultations and young officer exchanges.
Leaders of the Indian Ministry of Defense and the Indian Army highly appreciated the progress in bilateral defense relations in general and the army cooperation in particular, affirming their commitment to further deepen cooperation in U.N. peacekeeping, young officers’ and lecturers’ exchanges, and strategic research, thereby fostering mutual trust and strengthening the traditional friendship and substantive cooperation between the two militaries.
