The monument, holding profound historical and symbolic significance, will be built on the grounds of the Vietnam Military History Museum.

Addressing the meeting, the deputy defense minister emphasized the importance of the project and urged relevant forces to accelerate the implementation process. He directed that the first sculpture cluster be completed no later than August 15, while the entrance pathway and central exhibition area should be finished by August 10.
General Chien also instructed the Department of Foreign Relations under the Ministry of National Defense to maintain close communications and coordination with the respective countries to obtain feedback on the proposed statue designs. Timely responses will help ensure the next phases of the project move forward on schedule.
The same day, Deputy Defense Minister Hoang Xuan Chien chaired a meeting to plan foreign affairs activities in celebration of the 80th anniversary of the August Revolution and National Day (September 2).
Speaking at the meeting, General Chien announced that the Defense Minister has sent official invitations to defense ministers of eight countries, namely Russia, China, Laos, Cambodia, Cuba, Belarus, Kazakhstan, and Azerbaijan to attend the celebration. Additionally, Russia, China, Laos, Cambodia, and Belarus have been invited to send military contingents to participate in the parade in celebration of the 80th anniversary of the August Revolution and National Day.

These activities aim to highlight the traditional friendship, solidarity, and close cooperation between the Vietnamese people and military and their traditional international friends. They also reaffirm Vietnam’s foreign policy of independence, self-reliance, and diversification and multilateralization of international relations, being a reliable friend and partner to all countries.
