According to Sr. Lt. Gen. Legrá Sotolongo, the Fidel Castro Ruz Center is dedicated to collecting, preserving, and honoring the legacy of Cuba’s Commander-in-Chief, Fidel Castro. The center supports research and promotes Fidel Castro’s ideological values to future generations. It regularly organizes conferences, seminars, meetings, academic competitions, and events, and conducts teaching, research projects, and media production related to Fidel Castro.

The establishment of the center holds special significance, as it aligns with Fidel Castro’s final wish that no public place be named after him and no statue be erected in his honor after his death. In line with this, in late 2016, the Cuban National Assembly of People's Power passed a law prohibiting the use of Fidel Castro’s name and image in public spaces. However, the law allows exceptions for institutions dedicated to studying and disseminating his thought. Consequently, the Cuban government issued a special decree to establish the Fidel Castro Ruz Center.

Since its inauguration on November 25, 2021, the center has welcomed numerous visitors eager to learn about Fidel Castro’s life and legacy. In the guestbook, General Cuong expressed his pleasure at visiting the center and affirmed his belief that the special Vietnam–Cuba relationship, founded and nurtured by Presidents Fidel Castro and Ho Chi Minh, will continue to be preserved and strengthened by future generations of leaders of both parties, states, peoples, and armed forces.

On this occasion, the Vietnamese delegation also presented a model of the traditional Vietnamese bronze drum to the center.
