Deputy Minister of National Defense Senior Lieutenant General Hoang Xuan Chien attended the event on behalf of leaders of the Vietnamese Ministry of National Defense.
Speaking at the event, Senior Colonel Jiang Bo, Chinese Defense Attaché to Vietnam, reviewed the building and development the Chinese People’s Liberation Army over the past 97 years. He stressed that the Chinese People’s Liberation Army is willing to cooperate with the Vietnamese side to constantly develop the relationship between the two militaries, contributing to further boosting the comprehensive strategic cooperative partnership between the two countries.

On behalf of the Central Military Commission, the Ministry of National Defense of Vietnam, Gen. Chien extended congratulations to all generals, officers, soldiers of the Chinese People's Liberation Army on the special occasion. At the same time, the Vietnamese deputy defense minister highlighted the traditional Vietnam - China friendship that President Ho Chi Minh and Chairman Mao Zedong worked hard to build. He considered it a valuable asset that the two parties, two states, and two peoples need to continue to inherit, preserve, and develop.
The Vietnamese defense leader said that over the past years, Vietnam-China defense cooperation has continued to be an important pillar in the relations between the two countries. The two sides have practically and effectively strengthened cooperation in such contents as exchange of delegations at all levels, especially high-level meetings; border management and protection, the 8th Vietnam-China Border Defense Friendship Exchange; collaboration between troops and services; exchange of young officers; education and training.

Gen. Chien expressed his belief that with the foundation of traditional friendship and high political determination of leaders of the two parties, two states and two militaries, the bilateral defense cooperation will substantially and reliably develop, bringing practical benefits to the people of the two countries, for peace, stability, and development in the region and the world.
