More than 90 years of practice have proven the decisive leadership role of the Communist Party of Vietnam in the struggle for national independence, national reunification, and the building, protection, and development of the country. Without the close bond between the Party and the people, Vietnam could not have achieved success throughout its historical stages from 1930 to the present. A clear illustration of this close relationship was seen when the COVID-19 pandemic broke out. Vietnam pro-actively and successfully rolled out its COVID-19 vaccination campaign and containment measures, winning broad public consensus.

Vietnam is among the fastest-growing economies in the world. If it maintains an economic growth rate of 8.02% as recorded in 2025, or even higher, Vietnam will achieve its goal of becoming a developing country with modern industry and upper-middle income by 2030.

Foreign investment in Vietnam is expected to continue rising after the 14th National Party Congress, thanks to political stability, sustained economic growth, the development of a skilled workforce, an extensive network of free trade agreements, and opportunities arising from technology, innovation, and digital transformation.

Over the past few decades, Vietnam has made extraordinary progress. From lifting millions of people out of poverty and promoting industrial development to expanding social welfares, Vietnam has shown the world what resilience and vision can achieve. With per capita income exceeding USD 5,000 per year, poverty rates reduced to record lows, and placement among countries with a high human development index, these are achievements of which Vietnam can be proud of. However, what truly makes Vietnam’s story inspiring is not just the numbers. It is the determination to ensure that growth delivers a better life for all people. It is the commitment to people-centered, sustainable development, to reducing inequality and strengthening institutions. It is the courage to confront the challenges of climate change and strive for a greener, more resilient future.

Vietnam has set even more ambitious goals for its next phase of development, to become a high-income developed country by 2045 and to achieve net-zero emissions by 2050. These are not merely policy targets, but a vision to ensure that Vietnam’s development is inclusive and sustainable. The United Nations is committed to supporting Vietnam on this journey through the forthcoming cooperation framework for the 2027–2031 period, aligned with the Sustainable Development Goals (SDGs), Vietnam’s high-income aspirations, and its climate objectives. Together, we can ensure that Vietnam’s story continues to inspire the world, not only as a nation on the rise, but as one that leads with vision, inclusive growth, and sustainable development.

I have long taken a keen interest in Vietnam. I may be a special case among foreigners in that I have had the opportunity to attend several congresses of the Communist Party of Vietnam. Since the reunification of the country in 1975, the Communist Party of Vietnam has held many congresses, among which three have been particularly significant in the nation’s development trajectory. These were the Sixth National Congress, held at a time when Vietnam was facing a severe socio-economic crisis under blockade and embargo; the Seventh National Congress, convened against the backdrop of the fall of the Berlin Wall; and the Fourteenth National Congress, taking place amidst a world confronted with numerous challenges, from adherence to international law to economic competition. These congresses charted appropriate paths for Vietnam to safeguard and develop the country.

After 40 years of renewal, Vietnam has achieved very significant accomplishments, and I congratulate Vietnam on these successes. In Arabic, we have a proverb: “No one can scratch his own back by himself.” Therefore, I believe that independence, self-reliance, and self-strengthening constitute a highly strategic policy orientation for Vietnam.
