Clearly identifying the plots and tricks of hostile forces, the Party and State have adopted sound strategic guidelines and comprehensively led the struggle to protect the Party’s ideological foundation in cyberspace, defining this as a central, regular, and continuous task of the entire political system.

Unity in thoughts and actions

To effectively counter these threats, it is essential to ensure unity in thought and action throughout the Party, uphold the fighting spirit of each Party member, and win the understanding and support of the people. This will help strengthen measures to protect the Party’s ideological foundation, effectively affirm the rights to freedom of speech, press freedom, and access to information of all Vietnamese citizens, and defeat all plots, tricks, and sabotage activities of hostile and reactionary forces in the current context.

Regarding the legal framework on cyberspace, the 2018 Cybersecurity Law and its guiding documents, along with Decree No.174/2026/ND-CP, which takes effects on July 1, 2026, and regulates administrative sanctions in postal services, telecommunications, radio frequencies, electronic transactions, and information technology, have created a comprehensive and strict legal corridor. These laws and decrees clearly define the responsibilities of cross-border platforms to remove violating information.

Functional agencies such as the Ministry of Public Security, the Ministry of National Defense, the Ministry of Culture, Sports and Tourism, and the Commission for Publicity of the Communist Party of Viet Nam Central Committee have closely coordinated to build a system for early monitoring and warning of the dissemination of fake and false news in cyberspace. The National Cyber Security Center has received modern investment and applies Big Data and artificial intelligence (AI) technologies to analyze and detect harmful information every day, thereby promptly preventing it from spreading widely.

During the struggle, functional forces have deployed various measures to detect, fight against, and handle numerous subjects who abuse cyberspace for sabotage activities. Thousands of reactionary accounts and websites have been disabled, and many subjects have been strictly punished in accordance with the law. At the same time, dissemination work has been strongly renewed in diverse forms, from orienting articles in mainstream media and press agencies to short video clips and infographics spread on social networks, as well as law dissemination meetings and conferences held at the grassroots level.

Notably, over the past years, the Ministry of Public Security has publicly listed six anti-Viet Nam terrorist organizations on its e-portal, including Viet Tan, Boat People SOS Committee - BPSOS, Montagnard Support Group, Montagnards for Justice, Trieu Dai Viet, and Provisional National Government of Viet Nam. These organizations are clear evidence of the complicated plots and tricks of hostile forces which exploit cyberspace and other methods to conduct terrorist activities, divide the great national unity bloc, and smear the vivid picture of human rights in Viet Nam. The public announcement not only serves as a warning to people, but also demonstrates Viet Nam’s resolute determination to fight and protect national security, while affirming the country’s achievements in ensuring and promoting human rights and protecting the Party’s ideological foundation.  

Besides, the close coordination between functional forces and people has fostered the effectiveness of the “All people protect national security” movement. This is an invincible strength, reflecting the tradition of solidarity and the high sense of responsibility of people. Millions of people have become the “eyes and ears” of functional forces in cyberspace. Many citizens have pro-actively detected, recorded, and promptly reported accounts, groups, and websites posting false information, distorting, and opposing the Party and State. Reports from people have helped functional agencies quickly verify, handle, and prevent the spread of many serious cases. 

Creating firm posture to block hostile plots

Special attention has also been paid to building forces capable of detecting, fighting against, and preventing the toxic information of hostile forces’ ideological sabotage. Many training and refresher courses for officials working in ideological affairs and cybersecurity have been carried out from the central to local levels. Internationally, Viet Nam has actively participated in multilateral forums and signed cybersecurity cooperation agreements with many countries and organizations. Intelligence sharing and coordination in handling complicated cases on major platforms have brought practical results, affirming Viet Nam’s position in the region in ensuring cybersecurity.

In the coming time, complex developments in the world and at home will continue to exert a strong impact on hostile forces’ propaganda activities aimed at ideological sabotage. They will continue to focus on undermining the ideological foundation of the country and the socialist regime, sowing pluralistic and multi-party ideologies, sabotaging the policy of great national unity, and inciting narrow-minded nationalism, separatism, and autonomy. They will impact, penetrate, and internally transform, “depoliticize” the military and public security forces, thereby establishing reactionary organizations and domestic opposition political organizations, and conducting terrorist activities and acts of sabotage to cause domestic political instability, disrupt security and order, and instigate riots to eliminate the leadership role of the Party and the socialist regime in our country according to the “color revolution” script. Clearly recognizing the nature of the sabotage plots and tricks of hostile and reactionary forces helps officials, Party members, and people distinguish right from wrong and avoid easily accepting harmful and toxic information. Together with firm political resolve and loyalty to the Party, the regime, and the State, proper awareness will build immunity against hostile propaganda and incitement tactics.

Party committees and authorities at all levels, with armed forces serving as the core force, should continue to take the initiative, play a leading role, provide active advice, and step up dissemination and education to raise political awareness and vigilance among officials, Party members, and people against propaganda activities targeting the Party and State. Attention should be paid to strengthening political and ideological education for officials, Party members, and people, helping them remain vigilant against all plots and tricks related to “peaceful evolution,” “color revolution,” “street revolution,” “civil disobedience,” and “subversive riots” by hostile and reactionary forces, as well as signs of “self-evolution” and “self-transformation.” They should be equipped with the ability to recognize, analyze, distinguish, and evaluate mainstream information against fake and distorted information.

The management of media, press, publishing, and various types of online information (social networks, websites, blogs) is also strengthened, with an emphasis on managing the capacity, ethics, and ideology of reporters, editors, and publishers. It is necessary to strictly control media publications (articles, images, social networks, video clips, radio, television...) and strictly implement Regulation No.101-QD/TW of the Party Central Committee on responsibilities, powers, appointment, dismissal, commendation, and discipline of press agency leaders. There must be an active struggle to prevent the dissemination of wrong, distorted, and hostile documents, news, articles, images, and video clips regarding democracy, human rights, ethnicity, and religion... in the country.

Firm belief in Party’s leadership

In reality, human rights in different countries share fundamental similarities, reflecting their universal nature, but also have specific differences when applied in practice, depending on culture, religions, and beliefs. These similarities and differences result from common international standards combined with specific characteristics of each country. Therefore, ensuring human rights is first and foremost the responsibility of each country toward its own people and citizens. A country experiencing war, underdevelopment, lax laws, social instability, and cultural erosion can hardly ensure human rights effectively.

Under the leadership of the Communist Party of Viet Nam, especially after 40 years of implementing the Doi moi (Renewal) and international integration, the country has achieved comprehensive development, highly appreciated by international community, and every citizen enjoys the fruits of this development process. Efforts to effectively implement the Party and State’s guidelines and policies on human rights, socio-economic and cultural development, education, healthcare, and digital transformation will help ensure that people can better enjoy the country’s common achievements.

The Resolution of the 14th National Party Congress affirms: “Strongly promoting people’s role as the master, socialist democracy, the strength of people, and the great national unity bloc. Deeply grasping the viewpoint of ‘taking people as the root;’ people are the masters and the center of the Renewal, construction, and defense of the Fatherland. All guidelines and policies of the Party and State must truly stem from the needs, aspirations, and legitimate and lawful rights and interests of people; taking the respect, guarantee, and protection of human rights, citizens’ rights, as well as people’s happiness and satisfaction, as the measure and goal to strive for.

Thus, while remaining steadfast in its basic guidelines on human rights, the Party has developed its understanding of human rights in a more substantive, quantifiable, and modern governance-oriented direction.

With firm belief in the Party’s leadership and bright future of the country, and with the understanding that the struggle against hostile forces is a long-term, regular, urgent, and strategic task, once every citizen sees themselves as a master of the cause of building and defending the Fatherland, all divisive, inciting, and sabotage plots of hostile forces will be repelled. True gold fears no fire!
