In Dispatch No.244/TK to possibly-affected military regions, the ministry asked the commands of military region 3, 4 and 5; the Vietnam Border Guard; the Navy; the Air Defense - Air Force Service; the Vietnam Coast Guard; and Army Corps 18 to prepare forces and means to carry out search and rescue on request as well as disaster relief activities.

According to the Office of the National Steering Committee for Response to Incidents and Natural Disasters and Search and Rescue, as of October 30, border guard units of coastal provinces and cities from Quang Ninh to Khanh Hoa have cooperated with localities and families of ship and boat owners to check and guide over 57,000 vessels with 244,000 people on board about developments and directions of the storm so that they could proactively find shelters and apply safety measures.
