Core force in disaster response and recovery
In Quang Ninh province, heavy rains caused water to overflow a section of the Cay Thau dike stretching more than 100 meters in Dien Cong 3 area, Uong Bi ward. Late at night, the Quang Ninh provincial Military Command and Division 395 under Military Region 3 urgently deployed nearly 100 troops and militiamen, along with 30 troops from Division 395, to the scene.

Senior Colonel Nguyen Tien Vinh, Deputy Chief of Staff of the Quang Ninh provincial Military Command, said that as river levels rose rapidly, the unit mobilized forces from the Uong Bi ward Military Command and Regiment 244. Despite darkness, cold, and heavy rain, the troops reinforced the dike with bamboo stakes and about 5,000 sandbags. By 2:00 a.m. the following day, nearly 300 meters of the dike had been secured.

In Hai Phong city, several areas experienced flooding and landslides. In Le Xa residential area, Bac An Phu ward, the ward Military Command deployed 20 personnel to help residents move property to safer areas. In Hoanh Son and Nham Duong residential areas of Nhi Chieu ward, relevant forces set up warning signs and dealt with landslide-prone areas.
Senior Colonel Pham Hong Thuat, Deputy Commander and Chief of Staff of the Hai Phong city Military Command, said the unit had pro-actively deployed troops to be ready in any circumstances. More than 8,500 troops and militiamen, along with 144 vehicles, were mobilized and placed on standby. Thanks to these proactive preparations, the locality reported no casualties or property damage.
Effectively implementing “four on-the-spot” motto
Across Military Region 3, the typhoon caused 68 landslides, breached or eroded nearly 800 meters of dikes, and flooded 272 households and almost 27,000 hectares of crops. By effectively implementing the “four on-the-spot” motto, Military Region 3’s troops were able to quickly deploy for rescue and recovery operations.

To minimize the impact of the storm, the region deployed over 13,000 personnel and nearly 700 vehicles, helping protect lives and property.
These proactive measures further demonstrated the core role of Military Region 3’s armed forces in their “peacetime combat mission,” while strengthening military-civilian solidarity and promoting the image of “Uncle Ho’s soldiers.”
