The conference assessed that in October, under the leadership and direction of the Standing Committee of the Central Military Commission and the Ministry of National Defense, the whole military has successfully accomplished all assigned missions. Agencies and units have maintained strict combat readiness, closely monitored the country’s airspace, sea, borders, and mainland, and ensured secure communications, cryptography, and cybersecurity, contributing to firmly safeguarding national sovereignty and territorial integrity.

Naval, Border Guard, Coast Guard forces and standing militia flotillas have well coordinated in performing combat readiness missions in key maritime areas; enhancing control and prevention of illegal entry and exit; persistently conducting patrols, communications, and prevention of foreign vessels from violating Vietnam’s waters or IUU fishing.
Notably, the whole military has taken pro-active and effective measures in responding to flooding, landslides, flash floods, and storm impacts following storms No.10, 11, and 12; continued to build comprehensively strong, exemplary, and model units; maintained discipline and regularity; and successfully organized the 12th Congress of the Military Party Organization.
The entire military has firmly safeguarded internal political security, ensuring safety and security in all military activities; effectively implemented mass mobilization, social and policy work, and gratitude activities; actively carried out international integration and defense diplomacy, logistics and technical support, defense industry, and other areas of work.
The material and spiritual well-being of service members has been maintained. Troops in the whole military are determined and ready to successfully accomplish all assigned tasks. The Ministry of National Defense has also completed the preliminary review of its digital transformation program for the 2021-2025 period.
Speaking at the conference, the Defense Minister requested all agencies and units to continue maintaining strict combat readiness; manage airspace, sea, borders, territory, and cyberspace closely, especially in strategic areas; and ensure accurate situation assessment and timely, effective responses. The defense leader emphasized thorough preparation of documents for the Law on the State of Emergency and related materials for the 15th National Assembly’s 10th session. He also required careful organization of live-fire exercises, the Whole Military Politico-Military Conference, and year-end reviews across sectors.
General Giang urged continued efforts to improve training, education, and competitions; strengthen defense work across ministries and localities; and enhance defense and security education. He called for pro-active information dissemination, public orientation, and protection of the Party’s ideological foundation, fight against hostile and distorted viewpoints.
The minister also directed strict implementation of the resolutions from the 12th Military Party Congress, completion of the “Determined-to-Win” emulation movement, and celebrations of major anniversaries and foundation days. He emphasized the importance of accurate and objective evaluation of Party organizations, Party members, and cadres; firmly safeguarding of internal political security, state secrets, and military confidentiality.
He requested the whole military to effectively carry out mass mobilization, policy, and gratitude work; search, collection, and repatriation of martyrs’ remains. At the same time, agencies and units should flexibly conduct defense diplomacy, promote international cooperation in U.N. peacekeeping operations, dioxin and unexploded ordnance remediation, and post-war recovery in Vietnam; sufficiently and promptly provide logistics, weapons, and technical supplies for missions; strengthen agricultural production and disease prevention to ensure troops’ health and living conditions.
General Giang added that the whole military should effectively implement programs, projects, and plans in logistics, technical work, defense industry, and military science; ensure the maintenance and synchronization of weapons and equipment; promote administrative reform and digital transformation, improve online public services and advance the “Digital Literacy for All” movement.
