During his lifetime, General Vo Nguyen Giap paid special attention to and issued strategic directives on safeguarding Vietnam’s seas and islands. As early as the 1960s, foreseeing the possibility of increased U.S. reconnaissance activities over northern Vietnam, he selected this militarily significant high point as a working location to assign combat missions and direct the formulation of strategic defense plans for northern coastal provinces.

In 1982, the Ministry of National Defense decided to develop the area into a workplace for General Vo Nguyen Giap. Since then, the site has been respectfully referred to by local residents as “General Giap Hill.”

Following the incense and flower-offering ceremony, General Phan Van Giang, General Nguyen Trong Nghia and other leaders planted commemorative trees at the memorial site within Ha Long Nursing Center No.22.
