In his speech, Defense Minister General Phan Van Giang emphasized that since its inception on September 7, 1945, the GS has constantly consolidated its organization, strengthened its forces, effectively performed strategic advisory functions, and victoriously fulfilled all assignments.

Assoc. Prof., Dr. Ly Viet Quang, Director of the Institute of Ho Chi Minh and Party Leaders under the Ho Chi Minh National Academy of Politics, underlined President Ho Chi Minh’s strategic thinking, far-sighted, politically and militarily astute vision when directing the GS to act as a secret military organ; organize and train the military well; clearly understand both the enemy and our forces; devise clever strategies; give smooth, secret, swift, timely, and accurate directions to defeat any enemy and protect the revolution.
Other delegates, including Head of the Party Central Committee’s Commission for Information and Education and Mass Mobilization Nguyen Trong Nghia, laid stress on the GS’s promotion of dedication, creativity, solidarity, and close coordination with agencies, units, and localities to excellently fulfill its glorious mission as the strategic advisory body.
They highlighted that in any stage of the revolution, under any circumstances, in wartime or peacetime, the GS has always deeply embraced and successfully completed all assignments. The Party’s leadership has been a decisive factor in every triumph and development of the GS.

Strategic talent and glorious achievements
In his speech, the GS Chief and Deputy Defense Minister General Nguyen Tan Cuong underlined the GS’s contributions to the resistance wars against the French colonialists and the U.S. imperialists. Accordingly, the GS successfully advised the Party and the Central Military Commission on major strategic decisions; directed the building of armed forces; and organized military operations on all battlefields nationwide. It played a key role in historic victories, including the Dien Bien Phu Campaign in 1954, the “Hanoi - Dien Bien Phu in the Air” Campaign in 1972, and the Ho Chi Minh Campaign in 1975 that liberated the South and reunified the country.

After the national reunification, the GS continued to direct border defense struggles, fulfill international missions, and promptly address emerging defense and security situations, safeguarding national sovereignty and territorial integrity.
It has continued excelling in research, forecasting, and strategic advice; directing the building of a strong whole people defense posture; restructuring military forces, improving training quality, developing military art and science; strengthening the militia and reserve forces; expanding defense diplomacy; among others.

Promoting attainments
Based on the key lessons drawn from 80 years of the General Staff’s development, delegates emphasized that the GS should continue steadfastly grasping and implementing higher-level policies, resolutions and directives on military and defense affairs; strengthening strategic forecasting and advisory capacity, pro-actively responding to all situations, especially in modern and hi-tech warfare; building a healthy, strong, comprehensive, and exemplary Party organization. In addition, it should promoting its traditions of “Loyalty - Ingenuity, Dedication - Creativity, Solidarity - Coordination, Determination to Fight and Win” to meet the requirements of defense tasks in the new era.
