An overview of the meeting |
Deputy Prime Minister and Minister of National Defense General Phan Van Giang and SAV Auditor General Nguyen Huu Nghia co-chaired the event.
At the meeting, participants agreed that during the 2024-2026 period, cooperation between the two agencies have been maintained in a regular, responsible, and substantive manner. Audit results and the implementation of audit recommendations have directly contributed to strengthening financial discipline and order, while improving the management of public finance and public assets within the military. Audit activities have also helped identify shortcomings in mechanisms, policies, and implementation, enabling timely corrective recommendations and providing a basis for the MND to further enhance its internal governance.

In his speech, General Phan Van Giang emphasized that audit activities in recent years have not only helped verify the accuracy and reliability of financial information but also enabled the MND to identify risks, rectify weaknesses, improve management mechanisms, and enhance the efficiency of resource utilization.
The defense chief stressed that in the time ahead, coordination between the MND and the SAV should be integrated into broader efforts to modernize defense governance, strengthen oversight of the exercise of power, tighten financial discipline, and improve the effective use of allocated resources.

General Phan Van Giang asked MND’s affiliated agencies and units, while calling on the SAV, to continue thoroughly implementing the coordination regulation. He stressed that cooperation should clearly define accountability, responsibilities, timelines, and outcomes. Audit plans should closely align with management requirements, focusing on high-risk sectors, units, and areas, while maintaining close coordination with inspection, supervision, and internal audit activities to avoid duplication.
He suggested both sides maintain regular exchanges on specialized topics, training, professional development, and reviews of practical experience. They should also work toward a common understanding and consistent application of legal provisions between auditing and management authorities, periodically assess the effectiveness of the coordination regulation based on concrete results, and promptly recommend revisions whenever changes occur in legislation, organizational structures, or operational requirements.

At the conference, representatives of the two sides signed the new coordination regulation on audit activities.
On the occasion, the MND presented the “For the Cause of Building the Vietnam People's Army” insignia to leaders of the SAV, while the SAV awarded the “For the Cause of the State Audit” insignia to leaders of the MND and Director of the MND’s Finance Department Lieutenant General Nguyen Hong Lam.
