Military Region 3 has placed more than 50,000 personnel and over 1,000 vehicles and vessels on standby, with four forward command posts ready for deployment. Units are maintaining round-the-clock readiness to respond, particularly in high-risk areas.
Gen. Dao directed provincial and municipal military commands to work closely with local authorities to secure fishing ports, ensure no fishermen remain on offshore fish farms or watch huts, account for tourists on islands, reinforce forward command posts, organize rapid response teams, and prepare sufficient supplies, medical equipment, life jackets, and rescue assets while closely monitoring the storm.
According to the Office of the National Civil Defense Steering Committee, on July 4, Border Guard units from Quang Ninh to Khanh Hoa provinces had notified and guided 56,240 vessels carrying 249,184 people to avoid dangerous waters. Nationwide, more than 307,000 military personnel and militia members, supported by nearly 9,900 vehicles and vessels, were on standby for emergency deployment.

In Quang Ninh province, nearly 4,000 armed forces personnel, around 70 vehicles, and 60 boats and specialized rescue vehicles have been mobilized. Border Guard units deployed 65 teams to assist local communities, maintained full operational readiness, and ensured that all 6,945 fishing vessels with 13,890 crew-members reached safe shelter. Passenger boats were suspended in accordance with the provincial maritime closure order, while authorities evacuated residents from offshore fish farms and monitored tourists on Co To, Quan Lan, and Minh Chau islands.
In Hai Phong city, units under the municipal Military Command have maintained full alert status since July 3, mobilizing more than 15,400 personnel and 280 vehicles, with additional support from other military units. By the afternoon of July 4, 1,626 vessels carrying 4,441 people had reached safe anchorage.
At approximately 3 p.m. on July 4, armed forces of Quang Ninh province received reports that two cargo vessels carrying three crew-members had gone adrift off Mui Ngoc waters in Mong Cai 1 ward. A joint rescue force of 69 personnel, supported by six vehicles and four rescue boats, was deployed. However, heavy rain, strong winds, and rough seas prevented rescue teams from reaching the scene by nightfall. Rescue forces remain on standby and will launch operations as soon as weather conditions permit.
