Chaired by Deputy Prime Minister, Deputy Secretary of the CMC, and Minister of National Defense General Phan Van Giang, the conference reviewed the armed forces’ performance of military and defense tasks in the first half of this year, including strategic advisory work, defense work, training, combat readiness, force regularity building, training, and Party building.

According to a report presented by General Nguyen Tan Cuong, permanent member of the CMC, Chief of the General Staff and Deputy Defense Minister, in the first six months of the year, the CMC and MND led and directed the whole military to stay united, and stand ready to take on and complete all assignments. The military observed combat readiness regulations, closely monitored situational developments, gave timely suggestions to the Party and State to effectively handle situations, contributing to safeguarding national sovereignty, and strengthened coordination to maintain security and order across the country.
The military also pro-actively studied and proposed numerous policies to meet both immediate and long-term military and defense missions. It reported to the Politburo which subsequently issued and promptly implemented conclusions on restructuring the organization and staffing of commune-, ward- and special-zone military commands to meet new operational demands.

In addition, under the direction of the CMC and MND, the whole-people defense posture was strengthened, force restructuring was advanced, and positive results in training, defense diplomacy, digital transformation and logistics and technical support, defense industry were achieved.
Addressing the conference, Prime Minister Le Minh Hung said the increasingly complex global security environment, marked by strategic competition among major powers and the growing use of artificial intelligence, unmanned systems, cyber warfare and advanced weapons, requires Vietnam to preserve its independence and self-reliance while safeguarding national interests and maintaining a peaceful environment for development. Sound policies, he said, must be matched by sufficient national strength, with strategic autonomy supported by self-reliant capabilities in defense, diplomacy, economy and technology.
He praised the military for a high sense of responsibility, promotion of solidarity and completion of military and defense tasks with outstanding results, importantly contributing to the country’s overall achievements.

He spoke highly of the military’s grasping of situations, enhancement of strategic advisory capacity, effective handling of situations, modernization, improved training, and mastery of technologies.
The government leader also emphasized advancements of the defense industry sector in researching, designing, manufacturing and modernizing weapons and technical equipment, gradually strengthening self-reliance in defense technology. He highlighted military units and defense enterprises’ infrastructure projects and effective combination of defense consolidation with economic development, particularly in border, remote and disadvantaged areas.
PM Le Minh Hung underlined that defense diplomacy helped enhance Vietnam's international standing and demonstrate the responsibility of the Vietnam People's Army in maintaining regional peace and stability.
The Prime Minister called on the military to further improve strategic forecasting and advisory work; pro-actively forecast and identify both traditional and non-traditional security threats; continue to build a revolutionary, regular, elite and modern force; enhance the quality of education and training and mastery of modern weapons and equipment to meet the demands of future warfare.
The military was also urged to accelerate the development of a self-reliant, dual-use, modern defense industry, promote innovation and digital transformation, expand defense diplomacy and international cooperation, and continue implementing policies for national contributors and fallen soldiers.

He expressed confidence that with its glorious traditions, strong resolve and a high sense of responsibility, the Vietnam People's Army would continue fulfilling all assigned missions and make significant contributions to national development and Fatherland defense.
