An overview of the working session

During the session, the leadership of the General Staff reported on key achievements in performing military and defense tasks in 2024 and outlined major missions for 2025. Notably, the General Staff consistently monitored, assessed, and accurately forecasted situations, especially in border, maritime, and key strategic areas and on islands. It effectively implemented the action program and plan for Resolution No.8 of the 13th Central Party Committee regarding the national defense strategy in the current context. The whole military strictly maintained combat readiness, closely managed airspace, waters, borders, inland areas, and cyberspace; promptly advised and handled military and defense situations effectively; coordinated to maintain political security, social order, and safety across the country.

The General Staff also focused on improving training quality, directing military exercises, competitions, and exercises for various forces in line with established content, programs, and plans. It successfully directed and organized the military parade for the 70th anniversary of the Dien Bien Phu Victory, along with events commemorating the 80th founding anniversary of the VPA and the 35th anniversary of the Whole-People’s Defense Festive Day, leaving a strong impression on the public and international friends. It proactively developed plans for the parade marking the 50th anniversary of the South Liberation and National Reunification and the 80th anniversary of Vietnam’s National Day in 2025. Additionally, it continued implementing the educational and training reform project to meet the demands of military development in the new era. The General Staff also played a key role in directing local militia and self-defense forces and strengthening national defense in ministries, sectors, and localities. Training and competitions for militia forces and the standing maritime militia units yielded positive results.

At the same time, the military strictly adhered to operational readiness protocols, promptly deployed forces and resources for disaster response and search and rescue operations, ensuring safety and effectiveness. It conducted a comprehensive review of the ten-year implementation of the Central Military Commission (CMC)’s Resolution No.689-NQ/QUTW (dated October 10, 2014) on disaster prevention, mitigation, and search and rescue up to 2020 and beyond. Additionally, it advised the National Assembly on the inclusion of the Emergency Situations Law in the 2025 legislative agenda. The General Staff continued to effectively implement defense diplomacy and Vietnam’s participation in United Nations peacekeeping operations. Military units well maintained discipline, enhanced regularity, and built strong and exemplary units. The application of information technology, e-government development, and digital transformation were accelerated, achieving significant progress.

In his conclusion, Minister Phan Van Giang largely concurred with the key tasks for 2025 as outlined by the General Staff and the opinions presented at the conference. He commended the General Staff for its achievements in 2024 and emphasized the need for the entire military to focus on the theme of 2025 “A year of acceleration and breakthrough, resolute to successfully achieve the goals and missions set by the 11th Military Party Congress.” Looking ahead, the minister directed the General Staff to review the 16 key tasks outlined for 2021-2026, the overall working agenda of the CMC, and the resolutions for implementing military and defense tasks and building the Party organization in the military for 2025 and more.

Minister Phan Van Giang also stressed the need for strict implementation of resolutions on restructuring the VPA for the 2021-2030 period and beyond, ensuring timely and effective execution. The General Staff must also focus on rigorous, high-quality training, ensuring good implementation of tasks in all aspects while strictly observing discipline and regulations and swiftly addressing any shortcomings from 2024, etc.

Minister Phan Van Giang also directed the successful organization of Party congresses at all levels within the General Staff and the MND, making active and high-quality contribution to draft documents for the 12th Military Party Congress and the 14th National Party Congress.
