Over the past years, the two sides have obtained outstanding outcomes in implementing the science and technology work. Notably, the relevant agencies of both ministries have closely cooperated in carrying out scientific and technological tasks in accordance with regulations, meeting urgent needs for training and combat readiness.

Annually, the two ministries organize conferences to evaluate the implementation of the cooperation program in the year and set the objectives for the next year. The agencies and units of the Ministry of National Defense (MND) have carried out large-scale, complex national-level and ministry-level science and technology programs and projects. Tasks in the field of military science and technology have focused on addressing urgent issues from actual practices. From 2021 to 2024, many types of weapons and technical equipment derived from domestic research results were provided for units to serve their training and combat readiness tasks, affirming significant advances in Vietnam’s military science and defense industry, as well as the effectiveness of the science and technology cooperation program between the two ministries.

Speaking at the conference, General Phan Van Giang emphasized that the Central Military Commission (CMC) and the MND have attached importance to leading and directing the implementation of scientific research, technology development, and innovation activities. Following the resolutions of the Politburo’s Resolution No.57-NQ/TW and the Government’s Resolution No.03/NQ-CP), on January 29, 2025, the CMC issued Resolution No.3488-NQ/QUTW on science and technology development, innovation, and digital transformation in the military and established the CMC’s Steering Committee to lead and direct its implementation. The MND also issued a plan on implementing Resolution No. 03/NQ-CP of the Government.

The CMC and the MND consider science and technology development, innovation, and digital transformation in the military a key breakthrough to build a revolutionary, regular, elite, and modernized military. Scientific research, technology development, and innovation in the MND have been implemented comprehensively and systematically across all aspects, contributing to the building of a revolutionary, regular, elite, and modernized military, capable of protecting the Fatherland in the new era. General Giang proposed some key points related to mechanisms and policies to link military science and technology and defense technology with the national science, technology, and industry development.

In his speech at the event, Minister Nguyen Manh Hung confirmed that in the coming time, the Ministry of Science and Technology would actively cooperate with the MND in carrying out fundamental scientific research activities, enhance infrastructure and human resources for strategic scientific research facilities to address the major scientific issues of the military and the nation, and effectively implement special and exceptional mechanisms and policies for scientific research to meet requirements of defense, military, and civilian tasks.
