Border guard units in coastal provinces from Thanh Hoa to Binh Dinh are asked to closely monitor the storm's developments and coordinating with local military commands and functional agencies to manage vessels going out to the sea and give timely notifications for vessel owners and captains. The Navy, the Vietnam Coast Guard and the Air Defense - Air Force Commands, and Corps 18 are requested to prepare personnel and equipment to respond to emergencies and conduct search and rescue operations as needed.

On the same day in Da Nang city, the Naval Region 3 Command organized a conference to roll out natural disaster response measures. Agencies and units in the region were directed to thoroughly prepare forces and vehicles to conduct natural disaster prevention and search and rescue.

To effectively respond to the fourth storm, units under the Naval Region 3 Command have kept forces and vehicles on standby; steered ships to shelters; applied measures to ensure safety of assets; formed teams to conduct missions when requested.

In Thua Thien Hue, the provincial border guard command formed three missions to direct the preparation for storm response in localities of Phu Loc, Phu Vang, and A Luoi districts. Units have guided 1,884 vehicles with 10,685 workers in Thua Thien Hue to take shelters and assisted 23 households with 70 people in reinforcing their houses.
