At the meeting, representatives of the delegation of Thai Nguyen province’s N.A. deputies briefed voters on the expected agenda and program of the second session. In a frank and democratic atmosphere, voters put forward proposals and recommendations on a range of practical issues, such as the processing of administrative procedures, access to policy-based credit, investment in grassroots healthcare, transport infrastructure development, forest management and protection, and social welfare policies.

Addressing the meeting, General Phan Van Giang also briefed voters on several domestic and international issues related to socio-economic development, defense and security. Regarding the military, the Central Military Commission (CMC) and the Ministry of National Defense (MND) have focused on leading and directing the implementation of the Party’s resolutions and conclusions; maintaining strict combat readiness; proactively responding to and mitigating the consequences of natural disasters; conducting search and rescue operations; and effectively implementing policy-related and mass mobilization activities.

The restructuring of local military organizations under the two-tier local government model has been carried out in a coordinated manner to meet the task requirements of the new situation. The military has actively participated in eliminating temporary and dilapidated housing for family members of resistance war participants affected by toxic chemicals; contributed to the construction of 81 out of 108 inter-level boarding schools for ethnic minority students in border communes; and implemented the “500-day” campaign.

General Phan Van Giang commended Thai Nguyen province’s authorities for their implementation of key tasks and solutions. The province’s economic growth rate in the third quarter of 2026 reached nearly 13.96%, ranking second nationwide. Over the past nine months, the province attracted more than 8 billion USD in foreign direct investment (FDI), ranking second nationwide. The province’s total export turnover exceeded 29 billion USD, placing it among the country’s five largest exporting localities.

In the coming time, the defense chief called on the province’s political system to continue closely following the guidelines and resolutions of the Party Central Committee, the National Assembly, and the Government, as well as the Prime Minister’s directives. He urged the province to translate its growth target of at least 11% into specific targets, timelines, and responsibilities for each sector, locality, and project.

He also called for tighter management and more efficient use of financial, budgetary, and land resources; stronger revenue management; greater spending discipline; and prioritization of resources for development investment.

The province should improve its investment and business environment while maintaining, expanding, and enhancing the effectiveness of the “green channel” mechanism for investment, planning, construction, land, and environmental procedures.
