The ceremony was chaired by Lieutenant General Tran Huu Phuc, Director of the Department of Defense School Management of the General Staff, and Major General Dang Hong Trien, General Director of the Vietnam-Russia Tropical Center, and other representatives from the Ministry of National Defense’s functional agencies.
The agreement aims to implement Resolution No.109-NQ/QUTW and Plan No.405-KH/QUTW of the Central Military Commission on building a contingent of military cadres, especially operational-level officers to meet the task requirements in the current context; and Directive No.89/CT-BQP of the Defense Minister on improving the quality of teaching and learning the Russian language at military schools.
Accordingly, the two sides agreed on training and fostering Russian teachers, compiling and translating Russian-language textbooks and documents, building the Vietnam-Russia Tropical Center into one of the prestigious facilities in training the Russian language, as well as effectively promoting the role of Russian experts who are working at the center.
Besides, both sides also reached consensus on exchanging information and document, and promoting domestic and international cooperation in the teaching and learning of the Russian language.
Speaking at the meeting, Lieutenant General Tran Huu Phuc affirmed that along with English, Russian has been widely used in the military because of the need of troops and cadres for their military activities.
"Improving the quality of teaching and training the Russian language will contribute to promoting the human resources in implementing the tasks of strengthening the national defense and protecting the Fatherland in the current context," he added.
Currently, in addition to the Military Science Academy, there are five academies, four officers' training schools, one college, three schools, and the Vietnam-Russia Tropical Center where the Russian language is taught.
The improvement of the quality of the teaching and training of the Russian language will help military cadres effectively use military equipment.
Addressing the ceremony, General Trien said that over the past time, the VRTC has successfully finished 17 courses for military officers in the military. The center has also completed the system of curricula and training programs, provided modern equipment, and created favorable conditions for trainees.
In addition, the Russian partner agreed to send more Russian teachers to the center. According to the Minister of Science and Higher Education of the Russian Federation, the Russian side is ready to grant scholarships to Vietnamese military officers.
