According to the report delivered at the event, over the past five years, the Party Committee of the General Staff-the Ministry of National Defense (MND)'s Organ, party committees and organization at all levels have taken a number of policies and measures in the leadership and direction of the “Determined to win” emulation movement and commendation work in line with the central political tasks, focusing on implementing the three breakthroughs identified at the 18th Congress of the Party Organization of the GS-MND's Organ.

Meanwhile, they have paid much attention to searching, closely following, forecasting and correctly evaluating the situations to give advice to the Central Military Commission (CMC), MND on the guidelines, policies, military-defense task, and Fatherland protection.
The Standing Committee of the GS Party Committee, GS leaders, Party committees and chains-of-command at all levels have concentrated on raising the quality and efficiency in building and spreading typical examples. Agencies and units have 284 exemplary groups and 618 exemplary individuals. At the event, the GS presented emulation flags to 18 collectives for their outstanding achievements of the movement over the past five years.

In his remarks, Gen. Cuong applauded the achievements of the GS and typical collectives and individuals in the “Determined to win” movement and task performance.
The GS chief emphasized that over the past five years, the GS has directed and implemented the “Determined to win” emulation movement and commendation work in a synchronous and comprehensive manner, creating a strong motivation for officers, soldiers, employees and workers to overcome difficulties, successfully accomplish all assigned missions, and obtain many excellent outcomes.
In order to further promote the quality and efficiency of the movement, Gen. Cuong required the Party committees and chains-of-command of agencies and units to enhance leadership and direction to raise troops’ awareness of the movement.
He stressed that the content, targets and organization of the movement must be determined in close relation to the political tasks of the GS and its affiliates, ensuring comprehensiveness in all aspects and focusing on five key contents:
For policies and guidelines: Continuing to research and propose to the CMC and MND to give recommendations to the Party, State and Government on perfecting the viewpoints, guidelines, strategies and legal system on military-defense and national protection; especially in giving opinions on the draft documents of the 14th National Party Congress and the 12th Military Party Congress.
For organization and staffing: Continuing to implement the Politburo’s Resolution No.5, the CMC’s Resolution No.230 and the MND’s Plan 1228 on the organization of the military for the 2023-2030 period and the following years, while reviewing and giving advice on adjusting the organization and staffing of agencies, units and the whole military, completing the goal by 2025, basically building an elite, compact and strong military, laying a solid foundation for building a revolutionary, regular, elite and modern Vietnam People's Army (VPA) by 2030.
For operations: Proactively researching military art, people’s warfare during the past resistance wars to protect the Fatherland and the reality of recent wars and armed conflicts in the world to complete the combat plans of the military and units in new situations and modern and high-tech warfare, ensuring that the VPA is capable of defeating any enemies in any conditions.
For training: Continuing to direct units and the whole military to conduct training activities in line with the motto and principles; master existing weapons and equipment and make new, modern and high-tech ones in the new combat environment; and organize exercises and defense competitions, contributing to enhancing the overall quality and combat power of the military.

For regularity building and discipline observance: Directing the whole military to continue to strictly implement the MND’s Directive No.79 on building a comprehensively-strong, typical and exemplary unit; improve the quality of regularity building and discipline management. Attentively, the GS should closely coordinate with the General Department of Political Affairs and agencies and units to implement measures to reduce violations of the State’s law, and unsafety in training, work and traffic.
Concluding the event, Gen. Cuong noted that the “Determined to win” movement must focus on building a healthy, strong, and exemplary GS Party organization; building a comprehensively-strong, typical and exemplary GS; well implement the "Seven dares" and "Five determinations, Five pro-activenesses" spirits as required by late Party General Secretary Nguyen Phu Trong for the all-level Party committees in the military.
Meanwhile, they should promote studying and following President Ho Chi Minh’s thought, morality and the “Upholding traditions, devoting talents, deserving to be Uncle Ho’s soldiers in the new situation” campaign; be active in preventing and fighting against degradation in political ideology, ethics and lifestyle, and signs of “self-evolution” and “self-transformation”; and building an exemplary GS taking the lead in regularity building, discipline and law observance.
