Speaking at the congress, Senior Lieutenant General Trinh Van Quyet expressed his pleasure at the comprehensive and outstanding achievements of the "Determined to win" emulation movement of MR2. He assessed that the Party Committee and Command of MR2 had thoroughly implemented the resolutions and directives of the Party, the State, the Central Military Commission, and the Ministry of National Defense regarding defense-military affairs. They have successfully built a solid whole-people defense posture, linked with the people's security posture, and strengthened the defensive areas at all levels within the military region. MR2 has strictly followed the organizational restructuring, completed training and combat readiness missions, held exercises, and reinforced regularity building and military discipline. It has also effectively carried out defense external affairs and successfully organized border defense friendship exchanges and young officer exchange programs, contributing to strengthening solidarity, maintaining sovereignty, and building peaceful, cooperative, and sustainably developed borders between Vietnam and China, and Vietnam and Laos.

On behalf of the Central Military Commission, the Ministry of National Defense, and the General Department of Political Affairs of the Vietnam People's Army, Senior Lieutenant General Trinh Van Quyet congratulated MR2 and outstanding individuals for their achievements in the "Determined to Win" Emulation Movement over the past five years. He expressed sincere gratitude to the local Party committees and authorities, agencies, units, and people for their cooperation and support, which contributed to the success of MR2 and the Vietnam People's Army as a whole in accomplishing their assigned missions.
He urged the units to align their emulation contents and targets closely with their political missions. They must thoroughly implement the Resolution 8 of the 13th Party Central Committee on the Strategy on Defense in the New Situation, as well as the resolutions, directives of the Politburo, and government decrees on building defensive areas. They must enhance their research, advisory, and implementation capabilities, mobilize the combined strength of the entire political system and people to build a firm defense posture linked to the people's warfare posture, and consolidate the people's support.

Senior Lieutenant General Trinh Van Quyet emphasized the importance of emulation movement in the building of a clean, strong Party committee, a comprehensively strong MR2 armed forces, which serve as a model. He also stressed the need to effectively implement the "Seven Dares" — daring to think, speak, act, take responsibility, innovate, face difficulties and challenges, and act for the common good. Additionally, they should enhance the learning and following of Ho Chi Minh's thought, morality, and style, and the movement of "Promoting traditions, contributing talent, deserving to be Uncle Ho's soldiers" in the new era.
