In his opening speech, Lt. Gen. Le Quang Minh, Secretary of the Party Committee of the GDP’s Organs and GDP Deputy Director, emphasized that over the past five years, the “Determined-to-Win” emulation movement has been developed comprehensively in both scope and scale, focusing on making breakthroughs, fulfilling political tasks and fixing shortcomings and weaknesses.

Agencies and units under the GDP have specified emulation contents, launched high-level emulation drives, set highly-feasible and close-to-reality goals, diversified forms, encouraging both collectives and individuals, contributing to building  healthy, typically-strong Party Organizations and strong GDP’s Organs, well performing their strategic staff role in terms of Party and political work.

At the congress, delegates heard a report on the outcomes of the emulation and reward work and the “Determined-to-Win” emulation movement in the 2019-2024 period, orientations, targets, missions, and measures for the next period.

They shared experiences in dissemination about the work and movement, lessons, creative modus operandi, among others.

Addressing the event, on behalf of the Central Military Commission (CMC) and the MND’s leaders, Gen. Quyet praised and congratulated the GDP and outstanding groups and individuals for their accomplishments in the past five years.

The GDP leader analyzed domestic, regional and global situations and underlined the importance of promoting the emulation movement in the coming time. He urged the all-level party committees, chains-of-command of the GDP’s Organs to continue embracing Ho Chi Minh’s thought, the Party’s guideline, the State’s policies and laws, and the CMC and MND’s resolutions and directions. They should also boost the education about the role and position of the work and movement and spread the spirit “Emulation is patriotic, those that are patriotic must emulate. And those who emulate are the most patriotic ones” among troops in the whole military.

Gen. Quyet also asked them to grasp the military’s situation and tasks to give timely suggestions to higher levels on Party and political work, promote the work in mission performance, especially new, hard, and complex ones, and make contributions to building a politically-strong military.

In addition, the entire Party Organization and GDP’s Organs should take the lead in carrying out the spirit of “Seven Dares,” “Five Determinations,” and “Five Pro-activenesses,” and fighting against degradation in political thinking, morality, lifestyle, and signs of “self-evolution” and “self-transformation.”

In the short-term, Gen. Quyet requested the Party Committee of the GDP’s Organs to direct its affiliates to continue implementing projects and celebration activities to mark big events of the country, the Vietnam People’s Army, and the GDP in the remaining of this year and next year.

At the event, outstanding collectives and individuals were honored with the GDP’s emulation flags, and the GDP chief’s certificates of merit.
